Ex-primary school HOD sexually exploited 4 children, fled to Indonesia for 17 years

SINGAPORE – A former elementary school department head sexually exploited several male students after inviting them to his home for free classes and taking them swimming.

Before a police report could be filed against him, the 56-year-old fled to Indonesia for the next 17 years. Despite being a fugitive, the man managed to enter Singapore on numerous occasions with a false identity.

The Singaporean man, who cannot be identified due to a gag order, was sentenced to 10 and a half years in jail on Friday (September 25), after pleading guilty to three counts of sexual abuse, one count of carnal intercourse against the course of nature. and one count of making a false statement 31 times in 2015 to obtain a visitor’s pass. Another 19 charges related to immigration and sex crimes were considered for sentencing.

When the man committed the crimes in 2001 and 2002, he was between 36 and 38 years old. Later he was head of department in a primary school and was in charge of two extracurricular activities. He was responsible for organizing annual overnight camps.

He sexually assaulted students during camps when they slept or were alone with him. He also invited students to his apartment on Sunday mornings for free lessons and swimming at a swimming complex. In his apartment, he would ask students to come to his room and make them perform sexual acts with him.

At the swimming complex, the man would go to the same male bathroom as the students to commit his indecent acts.

In 2002, he targeted one of the students and asked this boy, then 12, if he wanted to be the best student. He also told him not to be shy.

Around September 2002, he asked this boy for help with work on his flat. When the boy arrived, the man took him into the bedroom and chatted with him. He asked the boy if he could “do it” and the boy nodded without understanding the comment.

Then the man undressed and took a shower. He got excited and asked the boy to join him in the shower, but the latter refused, claiming that he had already showered. The boy finally gave in to the man’s persistence. There, the man asked the boy to perform sexual acts with him.

A few days later, the boy confided to a friend that he was feeling scared and confused. He did not inform his parents or teachers for fear of being scolded. He later informed the school principal about the incident and his parents were informed.

He pointed to another boy, aged 11 to 12, who came to his house to take classes with other students. Later, the group headed to the swimming complex where they swam. After bathing, the man entered a cubicle and undressed with the door open. He motioned for the boy to bring a towel and shampoo to the cubicle.

When the boy came in, the man closed the door, which made the boy afraid. The man then instructed the boy to wash his back and buttocks and then placed the boy’s hand on his genitals. He instructed the boy to perform a sexual act.

The boy did not tell his own parents because he was afraid that the man might do something to him.

During a camp in 2002, the man arranged for another boy, then 12, to sleep next to him in the school gym. When he saw that the other students were sleeping, the man became aroused and pulled down his pants to expose his penis. He placed the boy’s hand on his penis. He then committed a sexual act despite the boy’s reluctance. The boy confided in his friends a month later.

The youngest child the man fed was 10 years old. In early 2001, the man took the boy to the swimming complex where they swam before showering in different cubicles. While he was still showering, the man called the boy’s cubicle before opening it.

The boy was surprised to see the man enter his cubicle naked. The man then asked the boy to shower with him and to “find his penis.” The boy refused, but the man said “no one told him no.”

After the sexual act, the boy left the cubicle but the man called him. He was forced to repeat the act.

Later that day, the man took the boy to school and told him not to tell anyone what had happened.

On November 12, 2002, the victims and their friends spoke about the man in the school cafeteria, learning that he had inappropriately touched a student.

“They briefly shared about the sexual abuse committed by the defendants against each of them, and finally decided to inform another teacher,” the prosecution said.

The school management was informed and internal investigations were carried out. On November 14, 2002, the man was informed about the investigations and the school principal told him to hand over his passport.

Before the man did, he fled Singapore. He drove his car to Johor Bahru on November 15, 2002 and became uncontactable. A police bulletin was issued against him.

The man took a flight to Kuala Lumpur that same day and landed in Indonesia, where he settled in a town called Cirebon. Assuming a false identity, he obtained a new identity card and used it to obtain a passport.

On January 26, 2013, the man returned to Singapore and was granted a visitation pass. Thereafter, the man traveled to Singapore under his false identity and entered 31 times between January 8 and December 28, 2015.

He was finally caught last year when he went to report the loss of his NRIC card.

On August 21, 2019, he made the report at a police facility, intending to obtain a replacement NRIC card to withdraw his money from CPF.

The police officer conducted an examination and the man’s wanted status was revealed. He was placed under arrest.

The man was subsequently evaluated by the Institute of Mental Health and found to have a pedophile disorder. Their risk of sexual recidivism was assessed as high.

Citing this factor, Deputy Prosecutor Chua Ying-Hong called for a jail term of at least 12 years and three months for the man. The man had significantly abused his position of trust and displayed a high level of premeditation in his crimes, the DPP said.

Sadhana Rai, a lawyer for the man’s Criminal Legal Assistance Plan, said his client was married with a son. The man told him that he had not relapsed in Indonesia and that he has spared victims the trauma of testifying in court by pleading guilty.
