SINGAPORE: A man who posted photos on Instagram of himself smelling lingerie that he had taken outside of strangers’ homes was fined S $ 2,400 on Friday (September 18).

Lim Wei Ming, 35, pleaded guilty to one count of public nuisance and one count of possession of obscene videos, and three other counts were taken into consideration.

Upon reaching the sentence, the judge took into account the time he had spent in preventive detention, which was several weeks.

The court heard that in one incident, Lim came across a pair of black shorts on a coat rack in Choa Chu Kang. She performed a lewd act and snapped a photo of the stained shorts, before putting the item back on the shelf.

He posted the photo to his public Instagram account on August 14 last year, writing the block number where he had taken the shorts and a brief description of what he had done.

Shortly after the post was made, Lim received numerous complaints and deleted the photos. A total of 38 complaints were filed against her on the police platform “I-witness”.

One of the reports, made on August 15, 2019, alleged that Lim was “sexually harassing people”, removing their clothes and performing lewd acts.

Aside from the photo of the shorts, Lim also uploaded two Instagram posts of pink underwear that he had taken outside a house in Tampines and four photos of himself smelling pink underwear.

Lim was arrested on August 16 of last year. Forensic examination of his phone uncovered four obscene video files, which Lim admitted to downloading.

A psychiatric report from the Institute of Mental Health indicated that Lim has a fetish disorder. This led him to have a fetish for women’s clothing, especially lingerie.

Lim did not have an intellectual or mental disability at the time.

Assistant District Attorney Sean Teh sought a S $ 1,000 fine for the charge of public nuisance and a S $ 4,000 fine for possession of obscene videos.

He said the release of the images had caused a “significant amount of public annoyance,” with 38 police reports filed.

Lim’s attorney said that although Lim’s Instagram account was public, people had to search for his name to access the uploaded images.

Although “it spread like wildfire”, Lim did not intend for the photos to look “that way.”

Lim is currently out of work and undergoing “ongoing psychiatric treatment” from IMH, the lawyer said, adding that this demonstrates his clear intention to get rid of his fetish.

For public nuisance, Lim could have been fined up to S $ 1,000. For owning an obscene film, he could have been jailed for up to a year, fined $ 40,000 or both.
