SINGAPORE – A serial abuser was jailed for two years and nine months on Friday (September 18) after attacking four victims, two of them shortly after being released from prison in January last year and the other two while he was released on bail.

Vaz Clive Hilary Cheng Kiat outraged the modesty of a 31-year-old woman in February last year and targeted a 24-year-old woman the following month.

Police arrested him, but while on bail, he sexually abused two 13-year-old girls in separate incidents.

The 41-year-old Singaporean pleaded guilty earlier this month to two counts of sexual abuse involving teenagers. During the sentencing, two other charges were considered for similar crimes related to women.

Cheng, who has been in and out of jail for sexual abuse since 2003, targeted the first teenager aboard the 190 bus service on May 25 of last year. The girl sat next to her sister, while her parents sat across from them.

Despite this, Cheng blatantly abused the 13-year-old girl through a gap between the seat and a window. The teenager was silent because she was afraid and did not know how to react.

She told her mother about her ordeal only after they got out later that night.

Cheng sexually abused the second 13-year-old girl on August 3 this year on the top floor of bus service 43. The girl yelled at Cheng, who apologized and got up.

She told the bus driver what had happened and the bus stopped at a stop near the Asiawide Industrial Building on Pereira Road, on Upper Paya Lebar Road.

When the driver opened the doors to allow a passenger to get out, Cheng got out and tried to flee.

The passenger ran after Cheng and grabbed her bag, causing her to fall and fracture her kneecap. The driver alerted the police and Cheng was taken to Tan Tock Seng Hospital for treatment.

Deputy Prosecutor Chong Kee En had previously noted that Cheng has a fetish for touching women from behind and that he has also been diagnosed with depression.

The DPP added: “The defendant knows that he has a diagnosis of depression and makes him offend in this specific modality – by committing (sexual abuse) of female passengers. However, his willingness to continue treatment outside of prisons is poor.” .

The court heard that Cheng had breached his treatment and medication.

“So prisons create the kind of structured environment that would ensure compliance,” said DPP Chong.

For each count of sexual abuse of a girl under the age of 14, an offender can be imprisoned for up to five years and fined or punished.
