SINGAPORE – Yishun residents can look forward to a new integrated development in the city of Chong Pang that will have swimming pools, a gym and fitness studios, as well as an improved hawker center and community club.

Construction of the 0.9ha development is scheduled for completion in 2027.

The multi-story development, to be tentatively called Chill @ Chong Pang, will be located at the Chong Pang Community Club site at Yishun Ring Road and Block 102 Yishun Avenue 5, a Housing Board business block. It will also have space for commercial stores.

Street vendors and hawkers from the existing Chong Pang Market and Food Center, which was built in 1984 and upgraded in 2003, will be able to move to the new integrated development when ready, said the Singapore Land Authority (SLA), the Popular Association. , The National Environment Agency and Sport Singapore in a joint press release on Tuesday (September 8).

The existing street vendor center, when vacated, will be redeveloped into a community plaza by 2028. There are currently a total of 179 market stalls and the street vendor center, comprising 56 cooked food stalls and 123 stalls market.

Construction of the new integrated development is expected to begin in the second half of 2022.

Speaking at a virtual press conference on Tuesday, the Minister of Home Affairs and Law, K. Shanmugam, who is a MP for Nee Soon GRC, said that the new development will be a more efficient use of land space that can meet the needs of residents in Yishun. and the northern region. It is also an opportunity to rejuvenate the Chong Pang Community Club, which was built in 1988.

Authorities said they will launch more interesting programs for residents of the development. For example, there are plans to introduce joint agency programs to promote active lifestyles and improve interaction between residents.

Shanmugam said that all existing street vendors in Chong Pang market will be offered replacement stalls. Those currently receiving rental subsidies will continue to receive subsidies at the improved hawker center, while others paying market rates will continue to do so.

Street vendors will also not be affected by renovation and construction works, and will be able to operate as usual in the current street vendor center until integrated development is ready, he added.

However, the store owners and tenants of Block 102, a four-story HDB block, will be affected, as the block must be acquired by the SLA for new development. It comprises 17 stores that were sold to merchants on the first floor and 51 stores rented by HDB.

The block has no residential units, so HDB residents will not be affected.

The SLA said it will work closely with the owners and tenants of the affected stores and help them through the acquisition process. The agency had published on Tuesday the acquisition of the affected lands.

In response to inquiries, an SLA spokesperson said that the owners of the 17 stores on the first floor will be paid the market value for the property acquired as of the acquisition date. In addition to the market value of the purchased store, they will also be compensated for “reasonable expenses” such as relocation fees and the replacement property’s stamp and legal fees, if applicable.

A professional private appraiser will also be appointed to help determine the market value of the purchased store. “We will take into consideration the claims, if any, submitted by the affected store owner,” the SLA said.
