SINGAPORE – The new On-Board Unit (OBU) to replace the current In-Vehicle Unit (IU) in existing Singapore-registered vehicles will be installed free of charge from the second half of 2021.
In a press release on Tuesday (September 8), the Land Transportation Authority (LTA) said that the installation exercise will take around 18 months, as it will begin to replace the existing Electronic Road Pricing (ERP) system with one that takes advantage of the Global Navigation Satellite System.
He hopes to make the switch to the new system in mid-2023.
“The ERP system was first introduced more than 20 years ago in 1998 and the infrastructure is nearing the end of its operational life. Meanwhile, technology has advanced and offers us better solutions, ”LTA said in the press release.
New OBU to incorporate new services
The new system will eliminate bulky porches, while the OBU can incorporate other services such as real-time traffic updates, as well as nearby school zone locations and silver zones to alert motorists to watch out for more road users. vulnerable.
Singapore registered motor vehicles will be required to have the new OBU, which will have two designs:

All other vehicles: A three-piece design, comprising an antenna and touchscreen adapted for mounting on the windshield, and a separate processing unit that can be mounted under the dash.
The road pricing framework remains the same
Meanwhile, the existing highway pricing framework (cordon-based congestion pricing as for the Central Business District and point-based congestion pricing for specific roads and highways) will remain the same when LTA makes the switch to next generation ERP system.
“ERP rates will continue to be reviewed based on traffic speed and congestion levels,” LTA said in the press release. “ERP loading locations will also be clearly marked, as now, but with smaller and thinner gantries.”
The new OBU is also designed to be compatible with existing systems, including ERP charges and parking. Motorists can continue to use their CEPAS cards (NETS FlashPay and EZ-Link cards) or credit or debit cards to make payment.
Data collection through ERP system
The next generation ERP system will also collect user data. LTA said it will use anonymized or aggregated data only for traffic management and transportation planning purposes. Vehicle specific data will be used only for payment, charges and enforcement, as against non-payment of ERP charges.
To prevent unauthorized access and misuse of data, LTA said there will be strong security and strict safeguards, including penalties under the Public Service (Governance) Act.
LTA will monitor the impact of COVID-19 on the OBU installation schedule and provide the motor vehicle industry and motorists with sufficient notice for a smooth transition.
