Driver Charged In Lucky Plaza Car Accident That Killed Two Filipino Maids

SINGAPORE – The driver accused of killing two women and injuring four others in a car accident at Lucky Plaza in December last year was indicted in state courts on Wednesday (September 2).

Singaporean permanent resident Chong Kim Hoe, 64, was charged with three counts of dangerous driving under the Road Traffic Act.

The charges indicate that at around 4.59 p.m. on December 29, Chong hit the gas while making a U-turn on Nutmeg Road behind Lucky Plaza. He then allegedly drove down the Nutmeg Road sidewalk, through a railing and onto the Lucky Plaza service road.

It is said that the Malaysian collided with Arceli Picar Nucos, 56; Egnal Layugan Limbauan, 44 years old; and Laila Flores Laudencia, 44, causing serious injuries. She also collided and injured 37-year-old Demet Limbauan Limbauan. Likewise, Chong is said to have caused the deaths of Abigail Danao Leste, 41, and Arlyn Picar Nucos, 50.

All six victims are domestic workers from the Philippines.

Videos of the incident circulated on social media: one appeared to be CCTV video showing a car leaving a drop off point outside the Lucky Plaza apartment block, along Nutmeg Road, before making a U-turn and accelerate onto a trail.

The car was then seen colliding with a group of people before hitting a railing and landing on a road leading to the Lucky Plaza parking lot.

A police prosecutor said they had a plea offer that would proceed with the charge of causing death and take the other two charges into consideration.

Chong’s case has been set for a pre-trial conference on September 25.

Chong’s charges are in three subsections of dangerous driving. If you are found guilty of dangerous driving that caused your death, you could be jailed for between two and eight years. If convicted of dangerous driving and serious injury, you can be jailed for between one and five years. If convicted of dangerous driving and causing injury, you can be jailed for up to two years and / or fined up to $ 10,000.
