10 indicted for meeting at Arab Street Club during circuit breaker

SINGAPORE – Four women and six men were charged on Tuesday (November 10) with meeting at a club along Arab Street during the hiatus period in May.

The six men include Club Playground’s legal occupant, Teo Guoshun, 34, who was charged with failing to ensure its facilities were closed to anyone on the day of the alleged incident on May 30.

The other five men, all Singaporean, are Lai Zhendong, 33; Terence Chong Kaichen, 29; Ang Kok Siang, 32 years old; Tan Whenn, 25; and James Teng Chung Choon, 46.

Each of them faces two charges: meeting with other people who do not belong to the same household to discuss business matters related to the Playground Club at its facilities at 122 Arab Street, on May 30 at approximately 12:08 am; and leave their homes on the same date and time for a purpose that was not permitted under rule 4 (3) of the COVID-19 Regulations (Temporary Measures) (Control Order) 2020.

Teo is the only one facing an additional charge for allowing others to enter his facility.

The four women are of Chinese nationality Luo Wenchan, 34; Zhang Min, 28; and Singaporeans Veronica Ong Xue Yu, 21, and Per Li Min, 26.

Each woman faces two counts of meeting other people who do not belong to the same household for a social purpose at Club Playground at the same time and date as the men. Each was also charged with leaving their home for a purpose that was not allowed under COVID-19 regulations.

All except Luo and Lai indicated their intention to plead guilty and are expected to return to court on December 16 to do so. Luo and Lai will return to court on November 24 and December 1 to receive more mentions of their cases.

Between April 7 and June 1, Singapore entered a partial lockdown, or circuit breaker, and people were not allowed to leave their homes except for essential services.

For each breach of COVID-19 regulations, a person can be imprisoned for up to six months and / or fined up to $ 10,000 on the first conviction.
