It is still unknown when the constitutive session of the National Assembly will continue
There is still a theoretical possibility that the continuation of the constitutive session of the National Assembly, which began on August 3, will take place this week, but it is not certain that it will actually happen, sources from the Serbian political scene told Danas.
Our interlocutors point out that a parliamentary session may be scheduled for today (Wednesday) for Friday, but that a more realistic scenario is for that decision to be made next week, since the session of the Serbian Progressive Party presidency was postponed. . October.
“When the session is officially scheduled, the deputies will probably work uninterrupted for four days, and the main favorite for the new president of the Assembly is the progressive Vladimir Orlić,” say sources from Danas, who recall that it is necessary for Parliament pass amendments to the Government Act and the law. about ministries.
Commenting on the fact that three and a half months have passed and Serbia has not yet received the leadership of parliament, nor has a new executive been elected, some representatives of diplomatic circles unofficially say that “the new executive branch and legislative period lasts between 12 and 16 months. ” , in other words, that the President of Serbia and the leader of the SNS, Aleksandar Vučić, “postponed the appointment of new ministers and the leadership of the parliament until the deadline because he is aware that in the eyes of the European Union and the West, the Parliament has no legitimacy without a real opposition. “
“Every week, Vučić finds a reason to postpone the constitution of state institutions, mostly justified by international obligations, in this way the mandate of the new government has already been shortened by 120 days,” say the diplomats.
Danas sources also state that the inter-party dialogue between the authorities and the opposition in Serbia on improving electoral conditions will not begin immediately after the election of the government, headed by Ana Brnabić.
In that context, they say that the first round of those talks is expected to begin “about a month after the inauguration of the ministers.”
Although it is widely said that the deputies of the European Parliament will once again mediate in the dialogue of the parties in our country on the improvement of electoral conditions, it is speculated that the SNS “will try to avoid the mediation of foreigners, because Vucic fears the Macedonian scenario “. accept PE mediation only if necessary.
It is also claimed that the President of Serbia decided to form the Ministry of Human Rights and Social Dialogue in the new government “just to send a message to the EU that the government is ready to discuss with the opposition.”
When asked if she thinks the Serbian authorities will be willing to participate in the new dialogue under the auspices of the EU, Tanja Fajon, a member of the Socialist and Democratic group in the EP, recently told Danas that she believes that “all parties are fully committed to improving the situation. ” United States and renew talks with all pro-democracy and pro-European forces in Serbia. “
Democratic Party Chairman Zoran Lutovac said in last week’s meeting with EU Enlargement Commissioner Oliver Varhei that the EU “should be more directly involved in the normalization of political life through a more compromise. direct to moderate or organize meetings with the opposition and the authorities. “
“We believe that this process should start as soon as possible.” Through meetings with the opposition, and then with the authorities, representatives of the European Union could scan key issues, and only then could there be a dialogue in which the main issues it would be freedom of the press and electoral conditions, “said Lutovac.
The corona virus as an additional problem
It is not known in what format the talks between the government and the opposition with the mediation of the EP would take place, taking into account the current pandemic of coronary viruses. As we have learned unofficially in Brussels, it is considered that it would be better to speak “live”, as was the case last year, because MEPs have permission to travel to countries on the “green epidemiological list”, as well as to Belgium, than It’s in red. lists, along with diplomatic passports, “but if the situation with the epidemic worsens during the winter, video meetings will be organized.
