The Romanian police returned on Saturday with new explanations about the meeting that several police chiefs had with the leaders of the Duduianu clan, at night, in a church in Sector 5.

“The Romanian police have acted legally, correctly, in accordance with all the regulations in force, which do not apply in cases of crisis only in our country, but also internationally. In any situation of this nature, you analyze and implement the most effective solution, so that the protection of life and the integrity of people has priority. It is not only we who say it to apologize or justify our action, but we are told by experts in crisis management, in accordance with the rules of police tactics and intelligence gathering, which also apply in other states with experience in the management of this type of event.

We know, there were voices that said why we allowed this event to last so long, why we allowed the vigil to be at home. What nobody said, not even us, was that, according to the law, the Romanian Police do not apply sanctioning measures in this area.

We will not retake the full course of events, we will only remember that this event was analyzed from two perspectives: limiting the spread of the new coronavirus, respectively, and very importantly, preventing acts of violence, which could seriously affect public order.

There were quite a few people who said that the police intervened and stopped a wedding in Constance, and in the case of Bucharest “they allowed the underworld a crazy organization”, carried out for several days. We have not explained this sufficiently either, so we now inform the public that we have applied sanctions in both cases for violating current regulations. Thus, among other measures, more than 250 sanctions were applied in Bucharest, the funeral respecting the legal regulations in force. The distribution of the 500 packages was also prohibited, thus managing not to generate any coronavirus outbreak in that area.

However, from the point of view of the production of acts of violence by the clans, which are likely to affect public order, this fact requires broader explanations.

Clans did not appear this year. Over time, large-scale operations have been organized to dismantle them, and their top leaders, sometimes even belonging to consecutive generations, have been repeatedly imprisoned (the Duduianu family is in the third generation in prison, some of them convicted the third time ).

The event that generated the current public debate occurred as a result of a spontaneous conflict between several people, some of them proven to have criminal activities or from families known to be involved in criminal activities.

Here, too, bona fide citizens can ask questions such as: “Why didn’t you arrest them, did you know them, or did you have to know them? There was information from sources and it was known that it was played in that house.” bearded for a long time; What have you done ”

We can respond that these issues are the subject of current verifications and ongoing investigations, which will take time until we provide an evidence-based response, and will be publicly communicated and assumed by those who carry out these verifications.

What we can say now is that this unwanted event highlighted a poor aspect of our current organization:

The departure from our ranks of a large number of professionals, those who have a sophisticated understanding of police work in the field, people who imposed respect and fear among criminals, can generate syncope in operational moments.

We know this and we try to remedy it in an operative way in every crisis situation that arises.

Consequently, today we come to discuss why the Romanian Police Chief took to the streets to solve the problem, precisely because at that time it was the only efficient operational solution, in Romanian, we had no other solution to guarantee the success of the operation. Sad but true. (Specifically, Quaestor Vasilescu was on vacation for 5 days, was called urgently and solved the problem in 5 hours, and anyway the Romanian Police Chief was not on his first “field trip” since taking office) . In conclusion, Quaestor Vasilescu was the only one considered with the necessary experience to coordinate operationally, he did not even hide, he did not do anything illegal, acting according to the “letter of the manual” of police tactics, which every policeman should know. (Also, as you noted, the task force always knew where the cameras were.)

Why haven’t I communicated these items publicly until now? Precisely because operations of this type by the Romanian Police cannot be public until the end of the investigations. Any information that appeared in the public space could have compromised the investigation.

Why didn’t I communicate after the funeral, but only when some pictures appeared? Because the police operation did not end after the funeral.

Why were they at night? Because it was an element of surprise. A time was chosen so that there would be no possibility of this information being disseminated quickly to all those who announced their presence and of whom we had information that they would be present at 2:00 p.m.

Why weren’t family members summoned to speak at the police station? Because a tactical handicap would have been created, they could refuse to appear. (These people are usually taken to the police with arrest warrants!)

Does Quaestor Vasilescu have to resign? We believe that the argument put forward by us implicitly offers the answer: the Romanian police chief performed his duty efficiently, solving a complicated problem, according to the written or customary rules of our institution.
