The Liberals put the new government structure in writing and made a preliminary division of charges before starting negotiations with USR and UDMR. President Klaus Iohannis asked them to make the prime ministerial proposal as soon as possible, with Nicolae Ciucă being the favorite, and to start discussions with USR and UDMR so that at Christmas the new executive passes the Parliament vote. NLP leaders are meeting today to officially establish the prime minister’s proposal.

According to the calculations of the Liberals, the new government will have 18 positions, 16 as minister and two as prime minister for USR and UDMR. The wallets would return 8 PNL, 5 USR and 3 UDMR.

According to the results of the December 6 election, Parliament will have 466 members in the 2020-2024 legislature. To be validated, a new government needs a majority, half plus one of the number of senators and deputies, which in this case will be 234 votes. Together, PNL, USR and UDMR have 10 more votes than necessary, that is, 244 parliamentarians. To these could be added another 18 of the minorities other than the Hungarian.

In theory, the new government will be center-right if PNL, USR and UDMR agree in the coming days how they will share their functions.

First, the Liberals will go to Cotroceni to propose to President Klaus Iohannis the prime minister they will support. At the official level, PNL announced through the voice of Rareș Bogdan that there are four names that they will put on the president’s table.

However, unofficially, according to HotNews.ro sources, President Klaus Iohannis has already announced to liberals that he wants Nicolae Ciuca with a full term as prime minister.

From the moment the president announces the prime minister appointed to form a new government, the parties enter into negotiations for the division of portfolios.

President Klaus Iohannis asked the Liberals to pass through Parliament before December 23 and take office.

Ludovic Orban is the one who will negotiate with the other parties to coagulate the parliamentary majority and within the PNL it has already been decided that the current government structure must be maintained and the future Executive must be formed (16 ministries and 2 Deputy Prime Minister portfolios).

According to the cited sources, the Liberals go into the negotiations hoping to get hold of the most important portfolios and their calculations look like this: 8 portfolios – PNL, 5 for USR and 3 for UDMR.

Liberals have calculated that they will offer each partner in the government a deputy prime minister, betting that this offer will temper their demands, but discontent has already appeared and has been officially expressed.

What wallets does USR PLUS want?

The first dissensions between PNL and USR arose after Ludovic Orban claimed the leadership of the Chamber of Deputies and received the support of the party in this regard.

USR wants the position of Speaker of the House of Representatives from Dan Barna.

Internal USR sources told HotNews.ro that the leaders of the Alliance will go to the negotiations with a clear request: they will ask for an advisory ministry (two in the entire Government), Treasury or Justice. USR trusts the Ministry of Justice, bearing in mind that the Liberals will not compromise on finances. The rest of the ministries remain to be negotiated.

Offer for UDMR

As for the UDMR, the Liberals have reserved three portfolios for the Environment, Culture and Health plus the position of Deputy Prime Minister, as the leaders of the UDMR have had in other governments over time. However, the Union leaders are not very happy to take charge of Health and Environment, as they want a heavy economic portfolio. Since PNL will not give up Finance, Funds or Economy, there would be Development, which has been led by UDMR over time.
