January 1, 2021 comes with changes in the fiscal field. Romanians will also be able to buy more expensive homes, with a reduced value added tax, allowances will be increased by 20% and employers will no longer owe state taxes on the costs of teleworking and epidemiological tests of employees.
From the first day of the new year you can buy more expensive homes, with a reduced VAT of 5%. The ceiling was increased from 450,000 lei, as it is now, to approximately 680,000 lei, the equivalent of 140,000 euros. However, these are just finished homes. Romanians who have entered into a contract with 19% VAT, but receive the house in January should benefit from a 14% discount on the total price.
Several conditions of the law related to marital status and the number of homes purchased by an individual have been removed. Before 2019, the reduced VAT rate was applied only once.
The Minister of Labor also announced a 20% increase in appropriations. In total, in 2021, the appropriations should increase by 40%, in the context in which the Government has decided to gradually increase the appropriations and not to double it as voted by Parliament.
Starting in 2021, the new reforms to the Adoption Law will also come into effect. An economic aid between 600 and 900 lei for those who adopt older children, with disabilities or who are part of a group of siblings. The law provides for three possible situations, not three cumulative conditions.
In 2021, employers will NOT pay income taxes or social security contributions for employees who telecommute. In addition, costs incurred by employers with epidemiological tests or vaccinations of employees against COVID-19 will be exempt from income tax and contributions.
