Three scenarios were presented to the clubs and, after the vote of the club representatives, the third version was the one that won the case.
Therefore, in League 2 there will be a tiebreaker with half the points for the first six ranked teams and five games each. Regarding relegation, none of Romania’s second league teams will be relegated to League 3.
Three scenarios proposed by FRF to League 2 clubs
The FRF proposed three scenarios, as follows:
- The first was for all the remaining 14 stages to be contested.
- The second was with the tiebreaker among the top six teams (who also submitted their League 1 license file) and the tiebreaker in two groups of six teams each. The bottom two finishers in the two series were to be relegated to League 3, and the teams in fifth place would have played a play-off match to stay in League 2.
- The third was with the tiebreaker between the first six teams (who also presented their license file for League 1) and the “freeze” of the season for the rest of the clubs in League 2, without relegating anyone.
Danube Calarasi voted for scenario 1, UTA and Metaloglobus abstained, and the other 15 clubs voted for scenario 3. No one agreed with scenario 2, which would have brought the same number of matches for all the teams.
The six teams participating in the play-off for promotion to League 1 are UTA Arad, CS Mioveni, Turris Oltul Turnu Măgurele, FC Argeș Champions, Petrolul Ploiești and Rapid București. This format will begin on July 4.

Răzvan Burleanu explained how the League 2 play-off will proceed
Răzvan Burleanu, the president of the FRF, intervened in Digi Sport Special and explained the decision made to resume League 2:
“I do not make the decisions, we have a democratic system. After 3 videoconferences of the Second League, 3 scenarios were presented. The third was chosen, with 15 votes: two abstentions and another for the scenario with number 1.”
The season will resume on July 4, all teams that have submitted their file for League 1, which are in the top 6, will play a tiebreaker. The matches of the first 3 teams will be played in their field.
We will have a maximum of 23 teams in League 2. We did not complete the licensing procedures today.
For teams of 7-18 places, the competition ends, no team will be relegated. From League 3 no one will be relegated, and in League 2 the champions of League 3 will be promoted. Here there will be playoff matches between the first two teams, if the difference in points is less than or equal to 3 “Burleanu explained for Digi Sport.
