On Monday, President Klaus Iohannis promulgated the Law approving the Government Emergency Ordinance 68/2020 for the modification and completion of some normative acts with an impact on the field of emergency management and civil protection. According to the normative act, the prime minister is the president of the National Committee for Emergency Situations (CNSU) and the vice-presidents are the Interior Minister, the Minister of Public Administration and the head of the DSU, according to Mediafax.

The bill adopted decisively by the Chamber of Deputies, on October 27, aims to modify and complement the Government Emergency Ordinance No. 21/2004, in the sense of modifying the title of National Committee for Special Emergency Situations in the National Committee for Emergency Situations, establishing the quality of President of the National Committee for Emergency Situations of the Prime Minister, as well as establishing the quality of Vice-Presidents of the National Committee for Emergency Situations for the Minister with powers in the field of internal affairs, for the Minister with powers in the field of public administration and for the Secretary of State of the Department of Emergency Situations of the Ministry of the Inside.
The normative act eliminates the double coordination of the General Inspection of Aviation of the Ministry of the Interior, of the introduction of some norms on the general attributions of the functional and organizational structures from the composition of the ESD.

At the same time, the organization and operation of the structures of the Department for Emergency Situations are established within 30 days following the date of entry into force of this law, by order of the Minister of the Interior, at the proposal of the head of the Department to Emergency situations.
“(1) In order to adopt the strategic decisions necessary for the management of emergencies determined by the types of risk established by decision of the Government, the National Committee for Emergency Situations, hereinafter referred to as the National Committee, will be established and operated under the direction direct from the Prime Minister as president.
2. The National Committee will have three Vice-Presidents, as follows:
a) the minister with powers in the field of internal affairs;
b) the minister with powers in the field of public administration;
c) the head of the Department of Emergency Situations of the Ministry of the Interior.
(3) The National Committee is an inter-institutional body made up of ministers or secretaries of State appointed by them and the heads of central public institutions or decision makers appointed by them, according to the types of risk managed or the support functions distributed in competition within the National Emergency Management System.
(4) In case of emergency situations of special magnitude and intensity or in case of disasters, support for the decision-making of the National Committee will be provided through the National Center for Intervention Coordination and Management.
(5) The Department of Emergency Situations, through the General Inspectorate of Emergency Situations, ensures the permanent technical secretariat of the National Committee ”, the project also provides.
