Cseke Attila, Minister of Public Works, Development and Administration, announced on Wednesday that he intends to change the status of prefects and sub-prefects so that they stop being politically appointed and have the status of public dignity, not senior officials.
Cseke Attila presented this Wednesday at the government meeting, in first reading, a draft ordinance that aims to clearly delimit the political function of the public, specifying that this aspect is also provided for in the coalition government program.
“Those tricks, which have been given over time, by which people who came from the political sphere went through contests in various public positions, will have to be eliminated and this will have to be clarified. We propose to the Government that the statutes of the prefect and sub-prefect be modified. Compared to the current situation, in which they are senior officials, but we actually know where they come from, to become a status of public dignity, ”said Cseke Attila.
Cseke Attila’s arguments
“In addition to the government program, for which we receive the backing of parliament, we have four more solid arguments to make this change,” said the minister.
“First, the Romanian Constitution. In art. 123 paragraph 2 makes it very clear that the prefect is the representative of the Government in the territory, which means that any government, not only the current one, but also those that have been and will be They are political. The Government is political, it is voted politically by an existing majority in Parliament, and the representative of the Government in the territory can only be political. This situation that we have had and we have today is hypocritical from this point of view, an issue that has always been overlooked and that must end. Things must be very, very clear, “said Cseke Attila.
“We also have a government decision, 525, which approved the strategy for the development of the public function, which provides for this change in the status of prefects. It clearly establishes that the prefect will become a high official and will have a position of public dignity, ”said the minister.
We also have correspondence with the European Commission, with the competent authorities in the field of administration, which in the period 2017-2019, in the responses they gave to the Government, respectively to the corresponding ministry, said the same thing: delimit the category and the level political level of civil servants and the inclusion of the status of prefects is the same approach. So, practically, we also have a favorable point of view from here ”, emphasized the Minister of Administration.
“Last but not least, we have the will of Parliament in 2018, where this statute was voted by a large majority, which was later modified by emergency ordinance and we opted for another solution to maintain the status of senior official. We believe that this issue needs to be clarified (…) We will propose the transformation of prefects into public dignitaries ”, added Cseke Attila.
