“Last year, as a police officer in SAS, I shot at the shooting range four times. Four times a year, you read that right. And I would say it was only three, but since I don’t remember exactly and I don’t want to lie, I say four, although I lean towards three. And some dream of block snipers and a backup helicopter … “, wrote Marian Godină on her Facebook page.

The hostage-taking of an apartment in Oneşti, Bacău county, ended tragically on Monday night. Gheorghe Moroşan, 68, kidnapped two workers who were renovating the house. He called 112 and threatened to kill them. But it was not the first time she threatened him. And the police did absolutely nothing to stop him.

The first call to 112 was made around 11:47, the phone was given by the attacker. He told the police that he had kidnapped the two workers and tied them up. The attacker was unhappy that he had lost the apartment in court. In fact, he had posted a video in 2018, in which he threatened revenge for the loss of the apartment, if the numerous criminal complaints he had filed were not followed up. “With a firearm I will do justice,” he said.

The police teams would have arrived at the scene in a few minutes (11:52), but decided to call a negotiator from Bacău, who arrived more than two hours after the call, around 13:53, also with Criminal Investigations officers and a team of men. hooded.

“I put the knife on them”

The attacker asked the police for the court documents for which he lost the apartment, the amount of 300,000 euros and a video camera, according to some information from the investigation. The man was on the balcony, between the two related victims, from where he talked for a few hours with the intervention forces, threatening on several occasions that “I stabbed them with the knife.” He threatened not to calm down until he saw the court ruling for which he lost the apartment. “I don’t calm down at all, I don’t calm down at all,” he told law enforcement. All this time, according to the images captured by fans, the police officers in front of the building would have shown a calm attitude.

Declicul

Chief Commissioner Anton Cristian Gheorghe, deputy director of the Criminal Investigations Directorate of the Romanian Police, explained that during the negotiations, at 4:55 PM, there was a sudden “click”. The moment that triggered the double murder was when one of the workers tried to act to save himself and kicked the attacker. At that time, the police negotiators had already brought the document requested by the aggressor. “Everything seemed to be going well,” said Chief Commissioner Anton Cristian Gheorghe.

Struck by the kidnapped worker, Gheorghe Moroşan stabbed him in the heart and the victim died instantly. The second victim followed him, stabbing him with 8 stab wounds. The man died in the hospital. The two did not have a chance to defend themselves, as they were tied with their hands behind their backs. It was also the moment when, 5 hours after the telephone call to 112, the police decided to intervene.

Intervention and outcome

In the images taken by the witnesses, the command “Intervene!” and you see police running towards the entrance of the block. Behind them, another hood carried the ram to break the door, a tool that weighed several tens of kilograms, with a much slower weight. The intervention took place at 5:00 p.m., when the police forced the door of the apartment that was closed with a ladder. They broke the door with the ram and shot the attacker who was holding the knife with which he stabbed the two workers. Gheorghe Moroşan was hit by 4 9mm Parabellum rounds fired from a hood with a Glock pistol. The man was injured in the leg and abdomen and is hospitalized after undergoing surgery. The aggressor’s wife was arrested for complicity. The two victims, Silviu Iştoan, 38, and Dan Pătatu, 55, both from Oneşti, were subsequently identified. Silviu was orphaned by his mother at the age of three, being raised by his father and brother.

Any failure ends with a control that doesn’t change anything in the background.

Yesterday, a team of specialists arrived in Bacău county, led by the Romanian Police Deputy Inspector General, Police Quaestor Florentin Brăcea, in order to verify the intervention in the event.

According to the Romanian police, the verification team includes Police Quaestor Alexandru Scurtu, Director of the Independent Service for Special Actions, and Chief Commissioner Anton Cristian Gheorghe, Deputy Director of the Criminal Investigations Directorate. “I was not here if the Bacău police officers acted like a book. However, two people died and those who made a mistake will pay, I guarantee it,” said police quaestor Florentin Brăcea yesterday.

TIR driver with a consistent track record

Gheorghe Moroşan was a truck driver and has a consistent track record, but police neglected him during the action Monday. Specifically, he is not in the first violation of the law and appears registered with four convictions. The first was in 1987, for 3 years and 6 months, for aggravated robbery. He also received 1 year and 6 months in prison for the same crime in 1991. Worse still, in 2003, he received a 6-month sentence for a crime of serious bodily injury. Finally, seven years later, in 2010, he was sentenced in Italy to 28 days in prison for driving under the influence of alcohol and drugs.
