The list of countries with high epidemiological risk, for which the quarantine is established upon entry into Romania, has been updated, according to a new decision adopted by the National Committee for Emergency Situations (CNSU), which comes into force on Monday 15 February. It is mandatory to present the negative PCR test when boarding a plane or bus, for those who come from the states included in the yellow list, and the quarantine is reduced to 10 days. The exception is the UK.

The new list published by CNSU includes the following countries and areas: Portugal, Israel, Montenegro, Turks and Caicos Islands, Andorra, Czech Republic, Monaco, Spain, San Marino, Slovenia, Gibraltar, Guernsey, Saint Lucia, Croatia, Lebanon, Latvia, Estonia, United States, Slovakia, United Arab Emirates, Saint Vincent and the Grenadines, Great Britain, Aruba, Albania, Seychelles, Bahrain, France, Saint Maarten, Malta, Sweden, Puerto Rico, Lithuania, Luxembourg, Serbia, Panama, Maldives, Ireland, Brazil, Netherlands, Falkland Islands, Italy , Eswatini, Belgium, Chile, Peru, Colombia, Switzerland, Argentina, Kosovo, Belarus, Kuwait, Austria, Uruguay, Bolivia, Moldova, Botswana, North Macedonia, Cyprus, Poland, French Polynesia, Georgia, Liechtenstein, Malaysia, Germany, Hungary, Qatar, South Africa.

Quarantine reduced to 10 days and negative PCR test on board

According to CNSU, when entering Romania, people arriving from countries / areas / territories of high epidemiological risk are obliged to present a document certifying the negative result of an RT-PCR test, carried out no more than 72 hours before shipment by plane or bus (for those traveling by public transport) or entering the national territory (for those traveling by their own means), the quarantine measure is established at the domicile or declared place for a period of 10 days.

„For persons arriving from the provided countries / areas / territories and that does not present a document proving the negative result of an RT-PCR test upon entry to the country for SARS-CoV-2 virus infection, the quarantine measure is established in the domicile or in the declared place for a period of 14 days “, is shown in the decision, the decision is valid for those who, for example, enter the country with personal cars.

As well, Persons arriving from the United Kingdom of Great Britain and Northern Ireland must present at the entrance the certificate of a negative RT-PCR test performed no later than 72 hours before boarding. (for those who travel by public transport) or entry to the national territory (for those who travel by their own means) and quarantined at home or at the declared location for a period of 14 days.

Several asymptomatic Covid categories are excluded from the quarantine measure, including drivers, pilots, aircrews, and cross-border workers.

Persons exempt from the obligation to present a PCR test

The PCR test is not required for those who have been vaccinated, including boosters, children under the age of three, or people who have had COVID.

Economic operators that carry out international, air and road transport of people, on regular or irregular flights to Romania from areas of epidemiological risk, provided for in the CNSU decision have the obligation to prohibit boarding in the means of transport of people who do not present a document that certifies:

a) a negative result of an RT-PCR test for SARS-CoV-2 virus infection, performed no more than 72 hours prior to shipment, or,
b) vaccination against the SARS-CoV-2 virus, including the second dose, and for which at least 10 days have elapsed from its administration to the date of shipment, or,
c) that have been confirmed positive for SARS-CoV-2 virus infection in the last 90 days prior to shipment and that at least 14 days have elapsed from the confirmation date to the shipment date.

The confirmation of confirmation is made with medical documents such as: positive RT-PCR test at the time of diagnosis, hospital discharge slip or test that proves the presence of IgG antibodies carried out up to 14 days before entering the country, as well as other supporting documents .
