Mayor General Nicușor Dan proposed the suspension for one year of five sector PUZs of the Capital (2-6), an amendment that was adopted by the majority of the councilors of the Capital City Council, but not without appeals. PNL complained of the too long suspension period, which “would affect the population of Bucharest”. PSD councilors also opposed the same argument. PSD councilor Marius Pavel also argued that a possible change that a Bucharest resident will want to bring home will need a PUZ.
Initially, the projects for the suspension of the ZUPs of sectors 2-6 in Bucharest envisaged a proposed period of two years. Nicușor Dan had relented, on Thursday morning, during the City Planning Commission meeting regarding his desire to impose the suspension for a period of two years, just 24 hours after the announcement he made at a press conference. He had to accept the 3-month option, because the PNL, the allied party, did not support the project and would not have the necessary votes to validate the project.
According to discussions at the PNL Bucharest management meeting, the Nicușor Dan project would “disrupt the property market” and could lead to lawsuits brought by developers who consider themselves harmed. Sources who participated in the meeting told Digi24.ro that the Liberals decided to support “a compromise option”, respectively a suspension of the PUZs only for a maximum period of three months. At the same time, the Liberals also invoked aspects of unconstitutionality that could generate a suspension of the PUZs in the five sectors of the Capital.
The president of PNL Bucharest, Violeta Alexandru, said that 3 months is enough.
But after Negotiations held on Friday in the Juridical and Urban Commission, which delayed the start of the CGMB meeting, set a final deadline of 12 months.

At today’s meeting, the mayor general, initiator of the project, presented an amendment for a suspension period of 12 months, which was voted on by a majority of councilors.
At the meeting, the liberal councilor Cătălin Deaconescu complained about the mayor’s “resistance attitude”.
“The attitude of resistance does not fit while you are in power. The insistence on a one-year suspension is very likely to affect the population of Bucharest.”
Mayor Nicușor Dan stated that the suspension period of one year of the Zonal Urban Plans is reasonable and that it will not affect the demolition and construction permits in the process of issuance.
“It is true that the theory of administrative law says that the period of suspension of an administrative act should be proportional, not excessive, but we are in an exceptional situation, that is to say, five normative administrative acts that regulate more than 80% of Bucharest. These acts are strongly suspected of illegality, because the Bucharest Court has already ruled on two of them and has annulled them. The Court of Appeal stayed the execution of one of them.
The one year timeframe now provided in the project is absolutely proportional to the complexity of some urban planning documents regulating more than 80% of Bucharest’s urban planning.
We had meetings with representatives of the CGMB in which all these arguments were presented by the groups. It seems unreasonable to propose an argument now.
There is a principle of non-retroactivity of normative acts. Or suspend the execution of these PUZs today, or on Monday, Tuesday, Wednesday any owner who has a green space, a plot of blocks between houses, a plot of land on the surface metro line that can connect the inhabitants of Ferentari and Giurgiului will have a like won. It is a decision of opportunity ”, declared the mayor general of the Capital.
PSD Advisor Marius Pavel warned that changes to house structures will not be possible without a PUZ.
“When I want to make a change at home I will have to go to the General City Hall, which will tell me that I need a PUZ.
Although the mayor and USR said that the real estate development ended in the lakes, being an intrusion into the green spaces of Bucharest, the Social Democratic councilor pointed out that “no one can build on the lakes without an environmental permit.”
During the suspension period, the urban planning certificates and construction or demolition authorizations issued by the Mayor of Bucharest and by the mayors of the sectors will comply with the provisions of the previous urban planning documentation. The provisions also apply to urban planning certificates and construction or demolition permits issued on the effective date of the decision.
