Professor Mircea Coşea explained what, in his opinion, are the reasons why Prime Minister Florin Cîţu is late in presenting the draft budget for 2021.

“I think it is a more complicated matter. I believe and hope that the prime minister has realized that the situation is complicated by the fact that electoral promises are not being kept. There is already some annoying background: we are thinking of the mayor general of the Capital who clearly stated that the electoral promises cannot be implemented because there is no money. Extrapolating, we can reach the same conclusion here.

I think the situation is so complicated that obviously not all the things that were said in the campaign can be done, supported, and going out in public with these things becomes very dangerous, especially since we are witnessing some unpleasant situations. the coalition. This would be a first topic, the relationship with society.

Second, there are very complicated issues related to budget policy. On the one hand, the hope that the current coalition has revealed through the government program, that is, that everything that will be done will be achieved largely with European funds, has become illusory or delayed. In any case, as things stand now, European funds will not reach Romania before the second half or even towards the end of 2021. And then you have to reorganize the budget arithmetic, which is very complicated because, on the one hand, certain facilities that they have been giving cannot be respected, there are long delays in the implementation of programs that are very good in theory, but not in the practice. It also works, helping companies.

On the other hand, budgetary revenues are quite low because, on the one hand, the economy does not work, and on the other hand, fiscal policy has not yet managed to make an equal treatment between large companies and small taxpayers. Another important part is the relationship with the territory: there the problem of taxation is extremely complicated. I believe that in the future we will see increases in local taxes and fees, because city councils and town halls are completely out of any possibility of financing. Now they are trying to increase certain rates, such as parking rates, which I think are tests because they will have to be put into practice.“explained Professor Mircea Coşea.
