Nicușor Dan wants the City Council of the capital to buy ELCEN

“We have expressed our intention to buy ELCEN. It is a desire that has been appearing in the public space for a long time, we have the tools to achieve it, there is availability, we need the agreement of CGMB and the agreement of the Government. I am optimistic that this take possession is carried out, ”said Nicușor Dan, Thursday, January 14, during a conference.

However, the exact price will be fixed after the revaluation of ELCEN. The mayor’s office asked the government and ELCEN to reschedule the payment, so this year the mayor’s office would pay approximately 250-300 million lei, the mayor said.

The acquisition procedure should be completed in May, Dan said.

Nature wanted the same

The former mayor, Gabriela Firea, also had this wish, but the inauguration did not take place due to the conflict between Firea and the Government at that time.

ELCEN is the largest producer of thermal energy in Romania (40%) and in the Capital (90%). It owns CET Grozăvești, CET Sud, CET Vest and CET Progresu.

ELCEN is related to Termoenergetica, a company of the City Council of the Capital that distributes the thermal agent to the population.

The epic of insolvencies

In 2016, both ELCEN and RADET, the mayor’s former heat distributor, entered into bankruptcy.

RADET had at that time debts of 3.8 billion lei with ELCEN, of which 900 million lei was the principal, and the rest, interest and penalties.

Meanwhile, RADET has been transformed into thermo-energy and, in turn, accumulates huge debts with ELCEN: 400 million lei.

However, ELCEN remains insolvent and if it does not exit this process it will go into liquidation.

ELCEN is owned by the Ministry of Energy (97.51%) and Romgaz (2.49%).

Shortly after taking office as mayor, Nicușor Dan declared that a harsh winter will await the people of Bucharest, as no investments were made in transmission and distribution pipelines.

ELCEN requested in court in 2019 that the total debt of 3.8 billion lei owed by RADET be imputed to the City Council of the capital.
