The Minister of the Environment, Tánczos Barna, announced this Monday that a Government Decision will be ready in a few weeks, which provides for a tax on plastic, aluminum or glass containers, with a capacity of up to 3 liters. Thus, according to him, the price of each product will include the guarantee of 50 bucks that the consumer will pay, and the guarantee paid will be recovered by the customer by recycling the packaging in the special vending machines. Barna says the project will be launched in spring, so the investment in the collection system will be made by 2022.

“It is a draft Government Decision that was in public consultation, today (Monday – no.) We had three or four hours of discussions with the main factors that are involved and will be involved in the collection and guarantee procedure, system operation, which is quite complex. We have seen the willingness to get involved from producers of alcoholic beverages, beer and other beverages and from juice producers. Tomorrow I will have a meeting with the big retailers, because the system will only work if they all come and support the system. The manufacturer must pay the guarantee to the system administrator, the retailer must agree, let that intermediate body make investments to ensure collection. On the other hand, we must also ensure harvesting in the villages. (…) In the shortest possible time, probably in a few weeks, we will have the Government’s Decision in mind. As the system is now designed, the price of each product will include the guarantee of 50 money that the consumer will pay, ”the Minister of the Environment told Antena 3 on Monday afternoon, according to News.ro.

The minister explained that the guarantee paid will be recovered by the end customer by inserting the plastic, glass and aluminum container in the special vending machines.

Apart from dairy products, through this system it will be possible to recover all the products that are packed in plastic, aluminum or glass containers, with a capacity of up to 3 liters.

“The public consultation has passed, at this time we are incorporating the observations in the draft GD, until the spring the project will be launched to make the investments until 2022, the investments in these vending machines, in the logistics that then collects from each hamlet, from each town, from each commune the packaging returned and practically ends up in recycling ”, explained the minister.

He said that massive pollution like that of the Cerna river does not necessarily come from big cities, but from rural areas.

Referring to the fact that there are situations in which the waters were covered by thousands of recyclable waste, the Minister of the Environment described the issue as a “catastrophic situation, generated by our irresponsibility of all, which we dumped into the garbage channel.”

Tánczos Barna said that it is “almost impossible to go to all those who pollute, it is impossible to reach all the people who throw garbage into the water”, but there may be prevention programs and controls carried out jointly by the Local Police, the Environmental Guard, to prevent such situations.

In October last year, MEP Cristian Ghinea said that “we should have had this functional system by December 2020. And by 2025 we should recycle 50% of plastic and aluminum packaging and 70% of glass packaging. Today we are at 14%, in a global calculation. Follow the tax on unrecycled plastic. We will be in the paradox of paying the EU for the amount of plastic we put on the market and not recycling it ”.

The Ministry of the Environment, Water and Forests put into public debate in November last year a draft GD that establishes that as of April 1, 2022, all beverage containers sold in Romania will carry a guarantee of 50 money, a Amount to be returned at the time of the return of the packaging.
