“With the liberalization of the activity of supplying electricity to domestic customers, it is very important that all consumers enter into contracts in the competitive market, either with the current supplier or with another supplier.
Domestic consumers who do not opt for a competitive offer will continue to receive electricity, under a universal service regime, under conditions that could be less advantageous than competitive offers ”, Chiriţoiu told Agerpres.
He gave the example of gas bills, which fell for those who signed new contracts.

It is similar in the electricity market: consumers must inform themselves, compare prices and contractual conditions with competitive offers and choose the offer that they consider best ”, said the competition official.
He also said that the representatives of the institution he leads will be very attentive to the way in which the liberalization process is developing, in order to avoid possible actions that block the migration of customers to other providers.
“Follow-up actions in the electricity and natural gas markets will continue in the next period and we will intervene using all the legal instruments at our disposal, mainly investigating cases of abuse of dominant position and anti-competitive agreements. We will continue our collaboration with the National Regulatory Authority on Energy Matters and with the National Consumer Protection Authority, in order to prevent possible misconduct by electricity providers ”, added the president of the Competition Council.
As of January 1, 2021, the electricity market will be completely liberalized, and ANRE will stop setting prices for domestic consumers, these are calculated by the traditional provider and will be called universal service prices.
Consumers either keep the current contracts, at universal service prices, which increase by 13-26%, or they conclude other contracts in the free market.
Those who do not change their contract can pay 26% more from January
The Smart Energy Association also pointed out that electricity prices for consumers who do not change supplier will rise, after liberalization, by 23% compared to the price paid to the same supplier in December 2020, which ANRE did not mention.
ANRE stated that it is not mandatory for a consumer to change providers as of January 1, 2021, but forgot to say that any day after this date means a higher cost for the consumer and an unjustified gain for the provider. Law 123/2012 with subsequent modifications and completions establishes, in art. 55, section 1, that the providers of last resort (who will supply electricity to domestic consumers following the ANRE procedures as of January 1, 2021) are required to have reasonable prices ”, is shown in the document sent to the authorities.
According to the association, all consumers who now subscribe to the 8 electricity providers in the country who do not change them as of January 1 will pay bills between 13% and 26% more expensive.
Thus, “the difference between the price that consumers will pay from January 1, 2021 to the current electricity supplier (if they have not opted for the competitive market) compared to the December 2020 price for domestic consumers in different areas of the country is 15% in North Muntenia, 14% in North Transylvania, 17% in South Transylvania, 18% in E Distributie Dobrogea (ENEL), 26% in E Distributie Banat (ENEL), 23% in e Distributie Muntenia (ENEL), 13% in EON and 17% in CEZ ”.
