Indexation of military pensions to the inflation rate is postponed until September 1, 2021

The government has decided to postpone until September 1, 2021, the indexation of state military pensions with the average annual inflation rate, reports a statement from the Ministry of National Defense. Representatives of the reserve and retired military were informed of this decision on Tuesday, in a meeting with Defense Minister Nicolae Ciucă.

The decision to postpone the indexation of military pensions is motivated by the severe budgetary restrictions caused by the handling of the COVID-19 pandemic, states the statement from the Ministry of National Defense.

Regarding the bill on the recalculation of military pensions, the bill PL-x 199/2020 It will be debated in January in the Committee for Defense, Public Order and National Security of the Chamber of Deputies, and then it will be submitted to the Plenary for approval, with the support of the Romanian Government. “The budget of the Ministry of National Defense will provide the necessary resources to support this initiative from April next year ”, reads the statement from the Ministry of National Defense.

Law no. 168/2020 for the recognition of the merits of the personnel who participate in actions, missions and military operations in the territory or outside the territory of the Romanian state and the granting of certain rights to him, his family and the descendants of the deceased will be applied from February 2021, with the necessary budgetary resources. The rules of application of the law are now in the phase of establishing the final details, but will be approved and published in due course, assures the top of the Defense Ministry.

In the meeting of the Minister of Defense with the representatives of the Armed Forces in reserve and retired, it was also decided that Active, reserve and retired soldiers may be immunized against COVID-19 at the vaccination centers of the Ministry of National Defense, if they want.

The Minister of National Defense, Nicolae-Ionel Ciucă, and the Deputy Head of the Department of Relations with Parliament and Quality of Life of Personnel (DRPCVP), Brigadier General Valeriu Roșu, met on Tuesday, December 29 at the Ministry of National Defense with the president of the Forum of Associative Structures, the military personnel in reserve and in retreat, Colonel (r.) Marian Tudor, and with Lieutenant General (rtr.) Neculai Băhnăreanu, president of the National Association of Military Staff in Reserve and in Withdrawal.

The Minister of National Defense discussed with the two retired military representatives the current situation of the main issues that concern the military in reserve and retired.

Regarding the indexation of the amounts of state military pensions with the average annual inflation rate, those present were informed that the Romanian Government has decided to postpone the application of these provisions until September 1, 2021. The Ministry’s budget of National Defense will provide the necessary amounts This indexing, the decision to postpone is motivated by the severe budgetary restrictions caused by the management of the COVID-19 pandemic.

Regarding the promotion of the Draft Law for the Reform and Complementation of Law No. 223/2015 on State Military Pensions and the establishment of measures regarding state military pensions, PL-x 199/2020, under debate in the Chamber of Deputies, the common support to all those present for the promotion of this normative act was reaffirmed, respecting the previously agreed principles, regarding the elimination of discrimination that currently exists and the creation of an adequate framework for updating and recalculation of the military pensions.

After the resumption of parliamentary activity, in January 2021, PL-x 199/2020 will be debated in the Committee on Defense, Public Order and National Security of the Chamber of Deputies, and then it will be presented to the plenary session for its approval, with the Romanian government support. The budget of the Ministry of National Defense will provide the necessary resources to support this initiative starting in April next year.

Minister Ciucă also highlighted the fact that Law no. 168/2020 to recognize the merits of the personnel who participate in actions, missions and military operations inside or outside the Romanian state and to grant rights to him, his family and the descendants of the deceased will be applied from February 2021, with the resources necessary budgets. The rules of application of the law are now in the phase of establishing the final details, the result of the publication in decisional transparency of the project. The Minister of National Defense assured those present that these rules will be approved and published in due course.

During the meeting, Lieutenant General (rtr.) Băhnăreanu raised a question related to the application of GD no. 998 of November 18, 2020 on the establishment of the number of spa treatment and recovery tickets, the conditions and form of granting, as well as the form of their distribution or settlement in the state military pension system. Thus, for the military in reserve and retired to benefit as of 2021 from the provisions of this normative act, it will be necessary to promote some modifications to the Government Decision, an objective assumed by the institution’s management.

At the end of the meeting, Minister Nicolae-Ionel Ciucă analyzed, together with those present, the possibility that active, reserve and retired soldiers could be immunized against COVID-19 in the vaccination centers of the Ministry of National Defense . Therefore, it was decided that the military institution should make this facility available to the military only if they wish to be vaccinated.
