The Bucharest Court partially admitted, on the night of Thursday 12 November, the request of surgeon Mircea Beuran requesting to be reinstated after he was removed from the post of head of the Clinical Section of General Surgery III within the Bucharest Emergency Clinical Hospital. The doctor was fired from this position after a woman caught fire on the operating table at the Floreasca Hospital.

According to the minutes, the court annulled Beuran’s revocation decision, effective January 7, 2020. The judges forced the Emergency Clinic Hospital – Floreasca Bucharest to pay the surgeon compensation equivalent to the indexed, increased and updated salaries and other rights. from which the employee would have benefited, from the revocation date on January 7, 2020 and until June 5, 2020, the termination date of the management contract.

The Bucharest court rejected the rest of Beuran’s applications, including his reinstatement in office and the position of head of the Clinical Section of General Surgery III. The decision can be appealed. The minutes of the court, at the end of the article.

The Ministry of Health announced at the beginning of the year the sanctions decided in the case of the patient set on fire on the operating table of the Floreasca Hospital in the Capital. Thus, Dr. Mircea Beuran was removed from the head of the Department of Surgery, the investigation of the Bucharest Emergency Clinical Hospital showed that it was a human error of the medical team.

The ministry says in a statement that the hospital’s investigation revealed that Beuran violated 10 of the 33 obligations assumed by the department’s management contract, which is why the management of the hospital unit decided to fire him.

Likewise, the Sanitary Inspection sanctioned the hospital unit with fines for the irregularities found, as well as the entire team that participated in the surgery, from the assistant to the team leader. The total fines imposed are 30,000 lei, 20,000 lei for the hospital and 10,000 lei which are distributed among the members of the medical team.

As for Beuran, although the operating protocol is signed by him, indicating the presence in the room at the time of the fire of the patient, he told reporters that he was not in the room and intervened after the incident.


The patient was 66 years old and suffered from pancreatic cancer. He died on December 29, a week after the incident in the operating room. He suffered burns on 40% of his body.

The accreditation of the Floreasca Hospital was suspended at the end of December precisely because the incident was not reported, as it should be, to the National Agency for Health Quality Management. Dr. Oprita specified, on Monday, that in the morning a meeting was held with the representatives of the ANMCS and that the Hospital’s management presented the necessary compliance plan to regain accreditation.

Thus, until January 13, the Hospital must implement the plan at the unit level, followed by a month of monitoring, at the end of which ANMCS will evaluate the way in which the adopted reviews are observed.
