Quarter: Biden prepares for first summit with Australia, Japan and India as China’s tensions ease

This is the first meeting between the presidents of the four-member quad and the four countries will be witnessing intense tensions with China over various issues.

“It has been confirmed that a quad meeting on Friday is likely to take place soon,” the source said.

The Quad, or Quadrilateral Security Dialogue, is an informal strategic forum for the four nations involved and provides semi-regular summits and information.

But the meetings have never been attended by four presidents, the current US President J. Biden, the Prime Minister of Japan Yoshihid Suga, the Prime Minister of India Narendra Modi and the Prime Minister of Australia Scott Morrison.
Despite not having a formal formal military alliance like NATO, the Quad is seen by some as a potential counterpart to the growing Chinese influence and alleged aggression in the Asia-Pacific region. The alliance has been criticized by Beijing as an anti-China group.
Australian Prime Minister Scott Morrison.

Morrison previewed the talks at a news conference last week.

“The quad is very central to the United States’ and our thinking about the area,” Morrison said.

“This will be a feature of the Indo-Pacific alliance. But it will not be a big secretariat and a big bureaucracy with such things. It will work constructively with the leaders of the four countries for peace, prosperity and stability.” Good for that, “said the Australian Prime Minister.

Joint military exercise

On the military side of the quad, cooperation has increased over the past year through bilateral agreements between quad partners and joint military exercises.

Last November, Australia joined the annual Malabar exercise with the US, Japan and India. Conducted annually since 1992. The maneuver has increased in size and complexity in recent years for the Navy’s description of “a variety of threats to maritime security in the Indo-Asia Pacific.”

During Malabar 2018, Indian Navy, Japan Maritime Self-Defense Force (JMSDF) and US Navy build ships.

Australia The partnership of Australia means that all four members of the quad participated in the exercise for the first time since 2007.

All four have seen turbulent relations with China in recent times.

Indian and Chinese troops were involved in a military clash in the Himalayas in June on the actual border between the two countries – the Line of Actual Control, which killed soldiers on both sides after a hand-to-hand battle.

Relations between Beijing and New Delhi have since cooled, with trade and technical disputes looming.

There are differences between Japan and China over the disputed Senkaku Islands. Beijing has increased the presence of its coast guard ships near the desolate East China Sea islands, known in China as Diocese.
Trade Relations between Australia and China have sunk into a series of trade disputes.

The U.S., meanwhile, has stepped up its naval and air operations in the South China Sea, while pushing back claims over Beijing’s vast waterways. It has also increased support for self-governing Taiwan, which Beijing claims as its sovereign territory.

Asia and China have been the main focus of foreign policy since the Biden administration took office on January 20.

Last week, a State Department official and diplomat for Asia said U.S. Secretary of State Anton Blinken and Secretary of Defense Lloyd Aust Stein will travel to Japan and South Korea from March 14 to 18.

This will be the first international trip by Biden cabinet officials since the inauguration of the American president.

The Japanese leader is expected to visit Washington

On Monday, Japan said Prime Minister Suga would visit the White House “as soon as possible, while Kovid-19 would take into account the situation,” said Chief Cabinet Secretary Katsunobu Kato.

Kato said in a daily press briefing on Monday that a Japan-US summit would take place, but no date and details have been set.

Japanese Prime Minister Yoshihide Suga speaks at a news conference after a parliamentary session in Tokyo on December 4, 2020.

If confirmed, Suga will be the first international leader to visit the White House under Biden’s administration.

Blinken called US relations with Beijing “the biggest geographical test of the 21st century” this month. He said China needs to be linked to a position of strength that can only be done together with allies and partners.

“China is the only country that seriously challenges a stable and open international system with economic, diplomatic, military and technological strength – all the rules, values and relations that the world wants to function the way we want,” said Blinken Biden. Said in a speech about strategy.

CNN’s Junko Ogura contributed to the report.
