What you can and cannot do between October 30 and November 3

As of midnight on Friday, October 30 and at 6:00 am on Tuesday, November 3, circulation between municipalities in the continental territory is limited, as approved by the Government in the Council of Ministers.

The resolution was published this Monday in the Diário da República (RD) and, during the five days, which include celebrations such as All Saints’ Day (holiday, November 1) and the Day of the Dead (Monday, November 2 ) but also on working days, it will only be possible to circulate “outside the municipalities in very specific cases”. The text published in the DR speaks of “health reasons or other reasons of imperative urgency”, however, shortly after we learned of (other) exceptions.

As such, there are exceptions for health professionals, security forces, political office holders, ministers of worship, workers who deliver a declaration of honor or present a document that accredits the employer and also those who have a ticket to go see a show.

These are the points of the publication in the DR that clarify the exceptions:

– Determine that the planned restriction does not apply (…):

a) Health professionals and other workers of health and social assistance institutions, as well as teaching and non-teaching staff of schools;

b) Civil protection agents, security forces and services, military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority;

c) The holders of political positions, magistrates and directors of the social partners and political parties represented in the Assembly of the Republic;

d) To the ministers of worship, by accreditation of the competent bodies of the respective church or religious community, in accordance with paragraph 2 of article 15 of Law No. 16/2001, of June 22, in its current wording;

e) Support the personnel of sovereign organizations and parties with parliamentary representation, provided that the respective professional relationship is accredited through a worker’s identification card or other suitable document;

f) Traveling for the purpose of carrying out professional or similar activities, provided that:

i) Make a statement, under honors, if the movement occurs between municipalities adjacent to the habitual residence or in the same Metropolitan Area; or

ii) They are provided with a statement from the employer, if the trip is not limited to the areas defined in the previous subsection.

g) The trips of minors and their companions to schools, nurseries and leisure activities, as well as the trips of students to higher education institutions or other schools;

h) Travel of the users and their companions to the Work Activity Centers and Day Centers;

i) Travel to attend trainings and tests and examinations, as well as inspections;

j) Traveling to participate in procedural acts with judicial entities or in acts of the competence of notaries, lawyers, attorneys, curators and registry officials, as well as for assistance in public services, provided that the respective appointment is accredited;

k) Travel necessary to leave the continental territory of Portugal;

l) Displacement of non-resident citizens to places of accredited residence;

m) Travel to attend cultural shows, if the trip takes place between neighboring municipalities to the habitual residence or in the same Metropolitan Area and provided that you have the respective ticket;

n) Return to habitual residence.

This government restriction arises with the aim of “avoiding the proliferation of registered cases of contagion of COVID-19 and a setback in containing the transmission of the virus.”
