“The Council of Ministers approved the decree that proceeds to a set of reforms to the measures that regulate the extension of the state of emergency decreed by the President of the Republic. This decree enters into force at 00:00 hours on January 31, 2021 and maintains the regime in force until 11:59 p.m. on February 14, 2021, ”the statement from the Council of Ministers reads.

The main changes introduced are:

– The suspension of educational and teaching activities in public, private and cooperative education establishments and in the social and solidarity sector, preschool education and basic and secondary education is in force until February 5, 2021, and these activities are resumed, since February. 8, not in person;

– The suspension of said activities and the non-face-to-face regime do not prevent the performance of international curricular tests or exams;

– Whenever necessary, therapeutic support provided in special education establishments, schools and also by resource centers for inclusion can be provided in person, as well as reception in units integrated in learning support centers for students , for whom additional measures were mobilized;

– The limitation of movements outside the continental territory of Portuguese citizens, carried out by any means, namely, by road, rail, air, river or sea, without prejudice to the exceptions provided for in the Decree;

– Restore control of people on land borders, in the terms provided in the Decree;

– Possibility of suspension of flights and determination of mandatory confinement of passengers on arrival, when the epidemiological situation justifies it;

– Possibility that the health establishments of the National Health Service may, exceptionally, contract resolution terms, up to a limit of one year, of holders of academic degrees conferred by a foreign higher education institution in the field of medicine and in the nursing field, provided certain requirements are met.
