Civic duty to stay home

Restaurants and shops close early
In the 121 counties, the list of which can be found here, schedule changes go into effect. Commercial and service establishments, as well as commercial establishments, close until 10 p.m. Restaurants and cultural facilities have reduced hours until 10:30 p.m., while restaurants and similar exclusively for home delivery, directly or through an intermediary (since they cannot supply alcoholic beverages in the scope of this activity) may close until 01:00 .
Hours do not apply to pharmacies and non-prescription drug outlets; doctor’s offices and clinics, in particular dental clinics and urgent medical-veterinary care centers; funerals and related activities; establishments cargo rental and of rent a car – although it may, as long as the respective opening hours allow it, close at 1am and reopen at 6am; establishments located within airports located in mainland Portugal, after the passenger security control; service areas and gas stations that integrate highways; as well as service stations not contemplated in the previous paragraph, exclusively for refueling.
However, there may be places where some of the establishments close early, as the closing time is allowed to be set by the mayor, “with the favorable opinion of the local health authority and security forces.”
Meetings of more than five people are prohibited
The gathering of more than five people is prohibited, unless they are from the same household. However, this measure does not apply to religious ceremonies, cultural performances that take place in fixed places.
Mandatory telework
Teleworking is mandatory for all activities that allow it. Companies that refuse teleworking must communicate and justify the decision in writing, leaving workers the possibility of appealing to the Labor Conditions Authority (ACT), reported “Jornal de Negócios” and Agência Lusa.
Fairs and markets decided by municipalities
The Government reversed the ban on the holding of fairs and markets, now leaving the decision to the municipalities. However, the decision is conditional on compliance with the safety regulations of the General Directorate of Health.
