José Maria Costa said that the region “must have an authorized voice in the decision-making centers to be able to claim a stronger role in the management and planning of the territorial management and financing instruments.”

“Decentralization is an intermediate step towards regionalization and we must not waste this opportunity,” he said.

The former rector of the University of Minho António Cunha is the candidate for the presidency of the CCDR-N, and his name was proposed by the PS and the PSD.

Today, the movement of the independent Rui Moreira, mayor of Porto, called on mayors not to participate in the election of the president of the Northern Regional Development and Coordination Commission, arguing that the electoral act is “a sham.”

José Maria Costa, for his part, considered that “not voting supposes the resignation of the responsibilities of the mayors to be authors or co-authors of the future collective.”

“There are no perfect processes, but there are opportunities that are unique. It is necessary to interpret the signs of the times we are living in, “he warned, calling for” unity, mobilization and agreement on an objective that is a national goal: to overcome the pandemic and recover the country’s economy. “

“I am sure that the mayors will send a positive signal and hope as always,” he stressed.

More than 10,000 mayors vote in indirect elections of a president and a vice president for each of the CCDRs on October 13, between 4 pm and 8 pm.

Until now, the presidents of the five CCDR – Norte, Centro, Lisboa and Vale do Tejo, Alentejo and Algarve – were appointed by the Government.

Elected officials are also subject to a limitation of three consecutive terms.

The mandate of the presidents and vice-presidents of the CCDR will be four years and the respective election will take place within 90 days after the elections for the organs of the local authority.

However, exceptionally, this year it will take place in October and the mandate will be five years, so that the newly elected representatives can follow the structural fund negotiations that are taking place with Brussels.

Despite not being appointed, their mandates may be revoked by reasoned decision of the Government, after hearing the head and after hearing the Regional Council of the respective area, and in the event that the elected officials carry out a “serious violation of the principles of management established in legal diplomas. and applicable regulations ”.

The CCDRs are decentralized services of the Central Administration, endowed with administrative and financial autonomy, in charge of implementing measures for the development of the respective regions, such as the management of community funds.
