Circulation between municipalities in mainland Portugal is prohibited from midnight on Friday to 5 a.m. on April 5, the Monday after Easter, under the state of emergency to combat the covid-19 pandemic.

The driving ban among the 278 municipalities of the continent will be applied daily in this Easter period, according to the “dripper” deflation plan presented by the Government on March 11 and which began to be applied last week.

The measure aims to “guarantee that Easter is not a time of travel and meeting, but, on the contrary, another moment of confinement”, justified the Prime Minister, António Costa, in the presentation of the plan.

Initially, the prohibition of circulation between municipal territories began at 8:00 p.m. on Friday, but a rectification statement published in the Diário da República anticipated the entry into force until midnight.

In order for the prohibition of circulation between municipalities to be applied throughout the Easter period, the parliament approved on Thursday the 14th the state of emergency, which will come into effect from midnight on April 1 and will end at 11:59 p.m. on April 15. of April.

The current state of emergency (the 13th) has been in effect from midnight on March 17 until 11:59 pm on March 31.

The duration of each state of emergency has been 15 days, but there has already been a renewal for eight days, justified by the lack of sufficient data on the Christmas period.

The prohibition of circulation between the counties of the continent, “except for reasons of health, urgent urgency or other specifically foreseen”, was in force during the New Year period and then with general confinement, which came into effect on January 15, has been repeated every weekend. It had also been applied at Easter 2020, between the Thursday and the Monday after Easter.

According to the Government diploma, there are a number of exceptions to the prohibition, including travel for the performance of professional functions (attested by a statement issued by the employer or equivalent), for health reasons and for the fulfillment of parental responsibilities.

According to the bulletin of the General Directorate of Health (DGS), published on Monday, Portugal no longer has municipalities at extreme risk of infection by the SARS-CoV-2 virus, with the Funchal municipality falling to the very high category. risk.

The bulletin warns, however, that the data referring to the Autonomous Region of Madeira must be interpreted in view of the delay between the diagnosis and the verified notification in the period analyzed, between March 3 and 16.

The extreme risk of contagion occurs when a municipality has a cumulative incidence of 14 days above 960 cases of contagion per 100,000 inhabitants. According to the DGS, and taking this caveat into account, Funchal already registers an accumulated incidence of 915 cases, when in last week’s bulletin it had an incidence of 1,118 cases per 100,000 inhabitants.

Very high risk, that is, with an incidence of between 480 and 959.9 cases per 100,000 inhabitants, there are also the Madeiran municipalities of Machico (606), Ponta do Sol (570) and Santa Cruz (548), as well as the municipality of Alcoutim in the Algarve (556).
