Before the Bar Association and the Ministries of the Interior and Justice drew up a protocol in an attempt to facilitate the entry of lawyers to temporary detention centers at airports, the UN Committee Against Torture already expressed several concerns about the safeguarding human rights in the facilities managed by the Immigration and Border Service.

According to RTP, this was expressed in the report published about a year ago when the Committee recommended that the SEF guarantee that lawyers or health professionals have access to international areas protected by the Portuguese authority.
