Under the state of emergency due to the pandemic, the Government has prohibited circulation between municipalities between 11 p.m. on Friday, November 27, and 5 a.m. on Wednesday, December 2. This measure applies throughout the country, but provides for several exceptions (see below).

The new state of emergency also brought a new classification of municipalities according to epidemiological risk. Thus, there are now four levels: “moderate risk” (with less than 240 cases per 100 thousand inhabitants in the last 14 days), “high risk” (with 240 to 479.9 cases), “very high risk” (of 480 959.9 cases) and “extreme risk” (with 960 or more cases).

For the 127 counties (see list below) that are in the two highest-risk stretches, curfews are imposed between 1:00 PM and 5:00 AM on Saturdays, Sundays, and the next Tuesday holiday. In addition, stores must close at 3:00 p.m. on Monday, the eve of the holiday.

Reflecting the situation of the second wave of the pandemic, with its epicenter in the north, only 10 counties south of the Tagus will be subject to curfews for the next two weekends. And only two, Crato and Portalegre, have the highest level of risk.

On the contrary, all the residents of the Porto district will have to pick up their houses from 1:00 p.m. on Saturdays and Sundays. In the district of Braga, only the inhabitants of Terras de Bouro will be able to leave after 1:00 p.m. on weekends, while in the district of Aveiro, only residents of Anadia will be able to leave.

The Executive led by António Costa also decided to grant specific tolerance to state workers and suspend the teaching activity on November 30 and December 7, to reduce circulation. And he left a call to lay off private sector workers these days. However, given the difficult situation they are going through or because they already have production scheduled to meet orders, many of the companies have already ruled out the possibility of closing two Mondays.

Despite imposing a prohibition of circulation between municipalities between November 27 and December 2, the Government provides several exceptions in addition to “health or other reasons of imperative urgency “.

List of exceptions to the prohibition of driving between municipalities:

a) Travel to perform professional or similar functions, as evidenced by:

i) Statement issued by the employer or equivalent;

ii) Commitment to honor, if the movement occurs between municipalities neighboring the home or in the same metropolitan area, as well as in the case of workers in the agricultural, livestock and fishing sectors;

iii) Declaration issued by himself, in the case of self-employed, sole proprietors or members of statutory bodies;

second) Traveling in the exercise of their respective functions or by reason of the same, without the need for a statement issued by the employer or equivalent:

i) Health professionals and other workers of health and social assistance institutions, as well as teaching and non-teaching staff of schools;

ii) Personnel of civil protection agents, security forces and services, military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority (ASAE);

iii) Heads of sovereign bodies, leaders of the social partners and political parties represented in the Assembly of the Republic and people with a free pass issued in legal terms;

iv) Ministers of worship, by accreditation of the competent bodies of the respective church or religious community;

v) Personnel from diplomatic and consular missions and international organizations located in Portugal, provided they are related to the performance of official functions;

C) The trips of minors and their companions to schools, nurseries and leisure activities, as well as the trips of students to higher education institutions or other schools;


re)
Displacement of users and their companions to the Work Activity Centers and Day Centers;


me)
Travel to attend trainings and tests and exams, as well as inspections;


F)
Traveling to participate in procedural acts with judicial bodies or in acts of the competence of notaries, lawyers, attorneys, curators and registry officials, as well as for assistance in public services, provided that the respective appointment is accredited;


gram)
The journey required to leave mainland Portugal;


h)
Travel by non-resident citizens to places of proven residence;


I)
Displacements for other imperative family reasons, namely, compliance with the distribution of parental responsibility, as determined by agreement between the respective owners or by the competent court;


j)
Upon returning home.

The 30 municipalities in the autonomous regions of Madeira and Azores have a moderate risk.
