The municipalities selected for the measures in the state of emergency can be divided by degree of severity

This gradation of measures was mentioned by the deputy of the Ecologist party Los Verdes, after the meeting with Marcelo Rebelo de Sousa, this Tuesday.

“There would be a minimum step for those counties that have between 240 and 480 daily cases [por 100 mil habitantes]That was the minimum level, which means that the restrictions there will be lighter ”, explained José Luís Ferreira to journalists.

And explained which the three levels in question:

between 240 and 480 cases for every 100,000 inhabitants the municipalities will have less restrictions;
between 480 and 960 cases For every 100,000 inhabitants, the municipalities will have an intermediate level of restrictions;

above 960 cases per 100,000 inhabitants municipalities will have more intense restrictions.

Until now, all the municipalities considered at risk (more than 240 cases per 100,000 inhabitants in the last 14 days) had the same mitigation measures. The objective now is to adapt the measures to the seriousness of the situation in each municipality.

If we take the measures that are currently in force as an example, only the municipalities involved in the most serious process (above 960 cases) would continue to have a curfew from 1:00 p.m. on weekends.

If we look at the latest data published by DGS, 28 municipalities would be included in this more serious step. Most are northern municipalities. These are indicative lists, based on current data, since, if the decision is made, the accounts can be made with more recent data at that time, which may cause some municipalities to change levels.

At the intermediate level there would be 62 municipalities, integrating northern counties, but also some of the Lisbon area, such as Lisboa, Loures or Almada.

At the lowest level, although they are still municipalities at risk, there are around a hundred highly populated municipalities, which would have a lower level of restrictions.

This hypothesis had been admitted by the Prime Minister on November 12. António Costa has already admitted different measures “because the reality is very different” and the incidence of the number of cases was also very different even within the group of 191 municipalities considered at risk. For example, Paços de Ferreira has 3,698 cases per 100,000 inhabitants in the last 14 days, while Rio Maior, at the other end of the list, has a record of 240 cases.
