The list of municipalities classified by the Government as high risk for covid-19, which currently includes 121 municipalities, will be re-evaluated this Thursday in the council of ministers.

Considering the worsening of the pandemic in Portugal in the last two weeks, it is likely that more counties will be added to this “black list”, as the Prime Minister has already admitted. Correio da Manhã announces today that the list should increase to 150 regions.

However, there are no public data that allow, for now, to know the evolution of the pandemic by municipality in the last 14 days. The General Directorate of Health (DGS) usually reveals the distribution of covid-19 cases by municipality on Monday, but stopped doing so when the Government determined different rules for municipalities classified as at risk.

The only more recent data available are those published by municipalities (which differ from DGS officials). That is why the only way to currently know if your municipality is going to have partial confinement rules is to look at this data.

The first criterion is that the municipalities register more than 240 cases per 100,000 inhabitants in the last 14 days. In the map above you can see how many cases your municipality will have to register in the last 14 days to be included in the list of municipalities at risk. You can also see the cases registered in the 14 days until October 26 (last day with data available by municipality in the DGS). The list announced by the Government on October 31 was prepared based on the cases per municipality in the period between October 16 and 29.

In addition to the criterion of 240 cases per 100,000 inhabitants in the last 14 days, municipalities can also be included in the list because they are surrounded by municipalities where this criterion was met.

On the other hand, in municipalities with a lower population density and where the limit of 240 cases per 100,000 inhabitants is exceeded due to an outbreak limited to a nursing home, for example, the measures will not be applied.

The municipalities at risk apply more restrictive measures, which include the duty of home collection, mandatory telework whenever possible, closing at 10:30 p.m. in restaurants and 10:00 p.m. in stores, among others. In addition, in these counties there is also a mandatory curfew between 11 pm and 5 am and on weekends between 1 pm and 5 am, within the scope of the state of emergency that took effect this week.

It is not yet known when the new list will take effect. The current one is valid until Sunday, but it is not known if the counties that enter the list have to comply with the new restrictions already this weekend or if only as of Monday.

At a press conference last Saturday, when state of emergency measures were approved, the prime minister admitted that in municipalities with an epidemiological situationthe most serious thing within the group of risky municipalities is that more serious measures are adopted.
