In addition, the proposal points out, this measure, finally approved in 2013, caused the diversion of traffic towards the city’s arteries “which were not and are not prepared to handle the high flows that are felt, especially at rush hour, that is, parallel streets to Avenida da Liberdade, as well as the axis of Avenida Almirante Reis and Rua da Escola Politécnica ”.

According to the document, in 2019, “the average concentrations of nitrogen dioxide on Avenida da Liberdade were quite high, and only experienced a drastic reduction during alert and emergency states and the first phase of deflation.”

“We are, therefore, today further away from achieving one of the primary objectives of the set of referred changes, which meant drastically reducing the levels of pollution present in the Avenida da Liberdade corridor,” the proposal also underlines.
