The government bets on scratch cards to finance cultural heritage

The Government will proceed with the creation of an instant lottery to finance interventions in the cultural heritage of the country. The scratch card will be launched next year and will be managed by Santa Casa da Misericórdia de Lisboa.

The measure is included in the preliminary version of the 2021 State Budget proposal (OE2021), according to the preliminary version of the 2021 State Budget, to which the JN had access.

The Cultural Heritage Lottery, which was announced this year, should be completed in 2021, in the form of an “instant lottery” or “scratch card”, to help respond to “safeguard intervention needs”. and investment “, in assets classified or in the process of classification, according to the priorities defined by the Government.

The “Do Património Cultural” lottery will be “an autonomous Instant Lottery game”, approved by the Santa Casa da Misericórdia de Lisboa, and its net results “are entirely attributed to the Fund for the Safeguarding of Cultural Heritage (FSPC), destined to spending on interventions to safeguard and enhance cultural heritage ”, of an urgent nature, can be read in the preliminary version of the proposed State Budget for next year.

In this context, “the Government will program, in 2021, the multi-year intervention to be carried out” in public assets “classified or in the process of being classified at the national level.”

As for the “extraordinary cultural patronage”, which will be established during the next year, it is part of the “Statute of Fiscal Benefits”, for 2021.

In the area of ​​culture, these are “increased by 10 percentage points” if the annual amount of patronage is “equal to or greater” than 50 thousand euros, “per beneficiary entity”, taking into account “actions or projects in the field of heritage conservation or museum programming “.

To obtain the benefit, the supported projects must be “previously recognized by order of the members of the Government responsible for the area of ​​finance and culture.”

For the purposes of income tax (IRC and IRS), donations, considered as expenses or losses for the year, are limited by an increase of 50%, and can be increased by 20%, when they have “direct connection with inland territories. , defined by order “of the Ministers of Finance and Culture.

These actions of cultural patronage will have an effective recognition, prior communication of the General Directorate of Cultural Heritage to the Tax Administration, “in the terms that will be defined by means of a protocol to be signed between the parties.”

On the “incentive to research cultural heritage”, with the establishment of “free access to museums and national monuments” for students in the areas of heritage, art history, museology and tourism, documentary evidence is required to access to institutions.
