The Council of Ministers approved, among other measures, the prohibition of circulation between different municipalities of the continental national territory “from 00:00 hours on October 30 to 23:59 hours on November 3,” announced Minister Mariana Vieira da Silva.
As corresponds to the weekend of the Day of the Dead, the Government says it recognizes that “there is a need to mark mourning” and, therefore, declared November 2 as National Day of Mourning as a form of tribute to the deceased, particularly in the victims of Covid-19.

New restrictions for three counties in the north of the country
Special measures will be adopted for Paços de Ferreira, Lousada, Felgueiras: the duty to stay at home, with the exception of some places and the prohibition of any event with more than five people.
Mandatory teleworking becomes mandatory in these counties and home visits and day centers will be suspended.
How the toll price reduction works
There will be a 25% reduction for Class 1 and 2 vehicles, starting on the eighth day of use in a month. This discount will be applied to certain sections or sub-sections of 10 routes: A22 – Algarve; A23 – IP; A23 – Interior of Beira; A24 – North interior; A25 – Beiras Litoral and Alta; A28 – North Coast; A4 – Subconcession AE of Trás-os-Montes; A4 – Marão Tunnel; A13 and A13-1 – Subconcession of Pinhal Interior.
The discount for cargo vehicles will be increased: the current discount of 30% during the day and 50% during the night amounts, respectively, to 35% and 55%.
For the first time, this latest discount scheme will be extended to passenger transport to encourage the use of public transport. The sections or sub-sections covered for the transport of goods and passengers are included in the 10 routes described above, to which are added the Grande Porto Concession (A4, A41 and A42) and the Costa da Prata Concessions (A17, A25 and A29) , harmonize the current discount regimes.
