The purchase of land in the Industrial Zone of Chafé, in 2018, for 650 thousand euros, made by the Chamber of Viana do Castelo, is illegal because it does not have a prior visa, considers the Court of Accounts, making President José Maria Costa economically responsible .
The alleged irregularity was brought to trial, but the mayor, after having listened to the legal services of the municipality, will appeal the decision considering that there is no irregularity.
The case was revealed yesterday by the president of the Viana PSD council, also a deputy Eduardo Teixeira, assuring that the mayor “will be tried.”
“This is one more that adds to the range of illegal cases that justify an urgent audit of municipal accounts,” he said in a statement sent to the press.
According to Eduardo Teixeira, the Chamber bought a piece of land, through a public deed, from a private notary of the Municipality with public money, without informing the business control body.
The promissory contract had foreseen the payment of 250 thousand euros in the sale and 400 thousand euros a month later, but the land was sold to an investor, with the Chamber anticipating the second payment.
The Court of Accounts determined that the facts show a serious financial breach and it was reported to the Public Ministry, says Eduardo Teixeira.
“The commercial procedures seem to be pure real estate speculation and show at least a huge lack of transparency, which is not acceptable in public affairs,” says the same note.
José Maria Costa, endorsed, assures that he sent the purchase agreement to be paid to the Court of Accounts, duly endorsed.
He explains that a businessman appeared who needed land on the site to make an investment, which was of interest to the municipality, so the payment of the second section of the land, 250 thousand euros, was anticipated.
“The legal services understood that it was not necessary to send the deed to the Court, the promise contract was enough. It’s just that, there are no strange, speculative, or useless businesses. We have already given and we will do all the explanations ”, the mayor stressed.
