From 1:00 pm, “everything is closed”. The Prime Minister announced this Thursday the tightening and clarification of the rules for the opening of establishments in high-risk counties during this weekend’s curfew.

To avoid the “misunderstandings” about the previously defined rules and combat the “creativity” shown by some companies and associations, the list of establishments that may be open is now more restricted and more clearly defined (see below for the complete definition).

António Costa said in the press conference after the Council of Ministers that there would continue to be exceptions, such as pharmacies, clinics and offices, which can remain open the next two weekends, November 14, 15, 21 and 22. after 1 pm.

In the 114 municipalities that remain on the high-risk list, “outside the period between 8:00 am and 1:00 pm, activities in commercial and service establishments are suspended” for the next two weekends , reveals the resolution of the Council of Ministers published in the Diário da República this afternoon, where the declaration of the situation of calamity throughout the country is extended until November 23.

In the same resolution, the new list of municipalities classified as high risk and that must comply with curfews is defined (between 11 p.m. and 5 a.m. on weekdays and between 1 p.m. and 5 a.m. on the next two weekends of week). The 77 counties that are included in the list will only be imposed as of November 16. There will be no curfew for everyone else, so all establishments will be able to maintain current hours.

Below is the list of 10 kinds of establishments that may be open the next two weekends after 1 pm, as stated in the resolution of the Council of Ministers.

Make it clear that supermarkets cannot open before 8 am and that stores within malls must close even after 1 pm.

Exceptions to “all closed”

– Retail establishments for food, natural or dietary, health and hygiene products, with a sales or service area of ​​200 square meters or less with autonomous and independent entrance from the public highway;

– Hospitality and similar establishments, regardless of the field of sale or provision of services, provided that their exclusive purpose is home delivery;

– Pharmacy;

– Funerals and related activities;

– Medical services or other health and social support services, specifically medical offices and clinics, dental clinics and emergency medical-veterinary centers;

– Service areas and service stations that integrate roads, cafeteria and restaurant activities are not allowed;

– Fuel refueling stations not contemplated in the previous paragraph, exclusively for the purpose of selling fuel and supplying vehicles to the public and provided that in the scope of the trips authorized in article 3 of Decree No. 8/2020, November 8;

– Establishments that provide services for the rental of goods vehicles without a driver (rent-a-cargo) and the rental of passenger vehicles without a driver (rent-a-car);

– establishments that provide accommodation services;

– Establishments located within airports located in the continental territory of Portugal, after verification of passenger safety.
