Leaders of the National Federation of Teachers (Fenprof) placed large banners on Thursday with demands from the Assembly of the Republic and criticized the Minister of Education, who has to “go.”

“Those who do not know how to have a democratic attitude have only one way, it is to leave, leave, give way to those who know how to do better, something that this minister has already shown he cannot do,” said the general secretary of Fenprof, Mário Nogueira, when addressing union leaders, delegates and activists.

Later, the official explained to journalists why he defended the departure of Minister Tiago Brandão Rodrigues, saying that the government official lacks “the capacity for dialogue and negotiation.”

“What is expected of any government official is knowing how to listen, having the conditions and the ability to negotiate what is negotiable. For example, occupational health and safety issues are compulsory bargaining. insufficient conditions in the schools, nothing was discussed with the union organizations, and nothing was negotiated on budgetary issues, that is, which ones should or should not be included ”in the State Budgets, he lamented.

On the contrary, he said, the Minister of Education had only one meeting with the union organizations to tell them that if they continued to insist on issues such as career recovery, service recovery, the fight against precariousness or retirement, “they were going to Dead ends “.

In his speech, but later also to journalists, he mentioned statements to which Tiago Brandão Rodrigues subscribed in international meetings, calling for social dialogue or reinforcing investment in education, which should be worth four to six percent of Gross Domestic Product and at least 15-20% of public spending, and that Tiago Brandão Rodrigues himself is responsible for 3.2% of the public education budget for education.

“Either the minister is capable of providing answers to the problems of education or he must give way to anyone who can,” he said.

Fenprof’s initiative served to draw attention to the main demands of the union structure for the 2021 State Budget for the area of Education and Higher Education and Science, with each of the approximately two dozen large bands, of various colors , have registered one of those claims.

“Fight precariousness and promote fair and transparent contests” was one of the phrases on one of the banners (spread out on the street near the Assembly of the Republic), along with others where you could read, for example, “municipalization does not it is the way, democratic management is an option “. or “6% of GDP for education”.

In his statements to journalists Mário Nogueira referred to that figure and said that, as education in Portugal is currently “worth 3.2%” (3.4 with European funds), Fenprof proposes to reach 6% by the end of the legislature. .

“Our proposal is that we work now in the specialty phase [do Orçamento] so that next year education will be worth four percent of GDP, which in 2022 reaches five percent, and that the six percent recommended internationally and also recognized as necessary by the Portuguese Minister of Education, is reached by the end of the legislature, “he said.

It happens that this year, he added, without the 553 million euros of European funds, national investment in education is reduced by more than 80 million euros. Mário Nogueira said he did not understand how “the miracle” of increasing the number of operational assistants, teachers and technicians could be increased, as the minister said.

And for this school year, on Wednesday schools scored 585 missed times, he warned.

When he addressed the leaders, he had already warned that it is necessary for schools to be open in safe conditions, due to covid-19, and that without examinations of the disease or social distance there will be “schools to close” over time.
