In a last-minute attempt to prevent Parliament from approving the brake on new transfers to the Novo Banco, the Socialists pressured the three PSD / Madeira deputies to change their vote and help stop the initiative. The PS threatened not to approve the renewal of the diploma that regulates the Madeira Free Zone.

The pressure of the PS almost took effect. The PSD / Madeira parliamentarians asked to vote offline with the leadership of the bench, in a first round they even did so and, in a matter of minutes, Sara Madruga da Costa, elected by the Madeira circle, asked Eduardo Ferro Rodrigues to ask for a change in the voting direction. And so it was: after having said that they would vote together with the PS, Liberal Initiative and the unregistered deputy Cristina Rodrigues, the PSD / Madeira deputy announced that, after all, she would vote in line with the rest of the PSD parliamentary bench. The diploma of the Left Bloc, which had been rejected, was finally approved by Parliament.

The gesture of the Socialists was confirmed to the Observer by three different sources. The validity of the Madeira International Business Center (Free Zone) ends on December 31 and should be extended to preserve the tax benefits of the companies based there. Now, any diploma in this sense should and will have to be approved by PS and PSD. If the socialist threat is confirmed, Madeira would be left without this status. The issue will be discussed on December 10.

According to what the Observer discovered, the PSD group leadership realized what was happening and pushed the PSD / Madeira MPs in the opposite direction. Sara Madruga da Costa, Paulo Neves and Sérgio Marques ended up backing down and respecting the voting discipline imposed by the leadership of the PSD parliamentary group.

At a certain point at the polls, Ferro Rodrigues decided to question the PSD bench saying that he had received a call from Sara Madruga da Costa, absent from the Chamber due to the limited number of deputies, to understand how he could vote differently from the rest. of the parliamentary group. “I ask the PSD parliamentary group to do this. Table [do plenário] it cannot solve the problems of the parliamentary groups, ”Ferro said, clearly horrified.

After a 20-minute break (Monday morning), work resumed with Madruga da Costa and Paulo Neves present in the hemicycle – Sérgio Marques voted remotely. The deputies announced the vote against and contributed to the failure of the Left Bloc diploma.

Seconds later, Sara Madruga da Costa asked for the floor to communicate the change in the vote of the PSD / Madeira deputies. “It is not against, but in favor,” clarified the Social Democrat, without stopping hanging up on the cell phone.

The deputy ended up asking the president of the Assembly of the Republic for a “moment”. Ferro Rodrigues was losing patience. “Madam, what you asked was to enter in order to have a different vote than the rest of the parliamentary group. Otherwise there would be no point in having this vote. “

Sara Madruga da Costa recognized the strangeness of the moment and reconfirmed the vote of the three PSD / Madeira deputies in favor of the Left Bloc proposal. The injection brake of some 500 million euros had been approved through the Resolution Fund.
