The Government states that a general and absolute ban on driving has not been imposed and that there are broad exceptions to the travel ruling.

The Executive Power is also justified by the legal framework to establish freedom of movement, specifically through the Fundamental Law of Civil Protection.

in spite of precautionary measure, the restrictions remain in effect because there are no suspensive effects. The Supreme Administrative Court can rule until the end of today.
