SEF reform. Minister and national director of PSP in collision

A “personal look”, with no intention of conditioning any restructuring. The PSP statement on all this controversy says that the national director of PSP “has just presented his personal vision of the ongoing restructuring that, obviously, does not affect the joint work underway between the Security Forces and Services and the Government’s decision.”

And he adds that Magina da Silva “obviously did not intend condition any ongoing restructuring of the internal security system, regretting that their statements have been interpreted in this way. “

The national director of the Public Security Police admitted on Sunday afternoon that they are working on the merger of PSP with SEF and that he addressed the issue in the meeting he held with the President of the Republic.

“What has been announced and has been worked on with the Ministry of the Interior will not go through absorption, but through the merger between PSP and SEF,” he said.

The PSP director said that He discussed the matter “with the President”, that the PSP be shut down and the SEF be extinguished. “And a national police appear, as, by the way, in Spain, France and Italy,” he said.

Asked how he would see this change, Magina da Silva said that the PSP is “a security force that complies with the legal framework that legislators and legislators understand. We will be here to face this challenge.”

Shortly after these statements, the Minister of Internal Administration, Eduardo Cabrita, told the Lusa agency that the reform projected under the SEF will be announced “properly” by the Government “and not by a Director of Police.”

Eduardo Cabrita also said that the Government Program provides for “a clear organic separation between police functions and administrative functions for the authorization and documentation of immigrants from the SEF.”

The work, he continued, is underway “involving the security forces in redefining the exercise of police functions in these border management areas and in combating human trafficking networks. It is a matter in which the Government works, in which the Prime Minister (António Costa), the Ministries of Internal Administration, Foreign Relations, Justice and the Presidency of the Council of Ministers participate directly. It is in this context of direct participation of the Prime Minister and four government areas that we will soon have, in an adequate manner, an explanation of how to expressly comply with the Government Program ”, said the Minister of Internal Administration.

These stories, “obviously, with all due respect, are not announced by police officers.”

Asked about the creation of a national police, with the extinction of the PSP and SEF, following the Spanish or French model, the Minister of the Interior replied: “I neither confirm nor demining. What arises from the Government Program is the separation of police and administrative functions in the SEF, which implies a redefinition of the exercise of competences of the different security forces. It involves the PSP, the GNR and the Judicial Police, ”he said.

“Therefore, we have a broad dimension that the Government is working on and that, at the right time and in the right way, will be made known to the Portuguese,” said Eduardo Cabrita.
