The national director of the Foreigners and Borders Service (SEF) admitted that the death of a Ukrainian citizen at Lisbon airport, of which three inspectors were charged, was the result of “an obvious situation of torture”.

“The investigations and everything that has been found so far indicates that a Ukrainian citizen has been subjected to treatments here that led to his death. What happened here I have no great doubts about an evident situation of torture,” said Cristina Gatões , in an interview with RTP at the facilities of the Equitable Space Temporary Installation Center (EECIT) at Lisbon airport, where a Ukrainian citizen died in March, after having tried to enter Portugal illegally, by air on March 10.

Until now, Cristina Gatões had not spoken in relation to this case. “It is clear that until we all understand what happened here, I think that none of us sleep peacefully with a death like this behind us,” he said, referring to that. “This is clearly the worst situation the SEF has ever experienced.“.

On September 30, the Public Ministry charged three SEF inspectors with the aggravated homicide of Ihor Homenyuk.

When asked if she had placed the position at the disposal of the Minister of Internal Administration, who oversees the SEF, or if she had the intention of resigning, Cristina Gatões answered “no.”

“It is a responsibility from which I could not escape. No matter how hard the moment I had to face, abandoning it would do no good and would not bring any positive change, which I thought was possible to introduce for this tragic and horrific event.” Never forget and catapult us to guarantee that no Ihor will suffer again what this Ukrainian citizen suffered at the facilities of the SEF, “he said.

The national director of the SEF revealed that everything related to security was evaluated in the EECIT of Lisbon airport, and a new regulation was created, which imposes many more rules, much greater control, by the people who have to guarantee assistance to these foreign citizens ”.

After the death of Ihor Homenyuk, the Minister of Internal Administration ordered the initiation of a disciplinary procedure against the director and deputy director of Lisbon Borders, the EECIT Coordinator of the airport and the three SEF inspectors, meanwhile accused by the Ministry Public, as well as opening a query to the General Inspectorate of Internal Administration (IGAI).

Following this investigation, the IGAI initiated eight disciplinary proceedings against members of the SEF and implicated 12 inspectors from this security service in the death of the Ukrainian.

When asked if she knew that there were at least 12 people involved in the death of the Ukrainian citizen, Cristina Gatões stressed that she considers it “important” to remain “prudently silent while the investigations are being carried out”, so she has not yet Paid attention. statements about the case.

The national director of the SEF considered that “the description that is [na acusação] it is frightening, atrocious, unconditional “and defended that” that can never happen again. “

“Everyone knows that whatever happens, there will never be money laundering, an action by the national leadership that was not a very severe, uncompromising sentence,” he said.

The three SEF inspectors, Bruno Sousa, Duarte Laja and Luís Silva, accused of killing Ihor Homenyuk have been under house arrest since their arrest on March 30.

The Public Ministry considered that “it was sufficiently accused” that, in March of this year, a Ukrainian citizen was transferred to the room of the Establishment Equipped to an Installation Center, at Lisbon Airport, to wait to board a flight to Istanbul, having if he refuses to do so.

Faced with the agitation he presented, Ihor Homenyuk ended up isolated (in the Doctors of the World room) from the rest of the foreign passengers, where he remained until the next day, having been “tied in his arms and legs”, but ended up “only immobilized in the ankles “.

The accused inspectors went to the room where the citizen was, handcuffed his hands behind his back, bandaged his elbows, and punched and kicked him an unknown number.

“With the offended person lying on the ground, the defendants, also using an extendable stick, continued to kick, hitting the offended person on the trunk. When leaving the place, the accused left the victim prostrate, handcuffed and with his feet tied with bandages, ”he says. the prosecution.

Hours later, and after the victim failed to react, the INEM and an emergency medical vehicle were finally activated, and the crew’s service doctor verified the death of the Ukrainian citizen.

According to the Public Ministry, the attacks by the SEF inspectors, who acted in concert with their efforts and intentions, caused Ihor Homenyuk “several traumatic injuries that were the direct cause” of his death.

The case of the death of Ihor Homenyuk led to the resignation of the director and deputy director of Borders of the Lisbon airport by the director of the SEF, Cristina Gatões.
