Taking into account that as of Wednesday the use of masks in public spaces is mandatory and failure to comply with this imposition is sanctioned with fines of up to 500 euros, Magina da Silva considered that “the adherence of the Portuguese will prevail.”

Magina da Silva also recalled that as of Friday and during the weekend, there will be “neither more nor less” than seen in the Holy Week limitations, with the necessary “adjustments”.

“The police, as they have been doing for a long time, favor a pedagogical intervention to raise awareness, but there are citizens who do not allow themselves to be taught and sensitized,” said Magina da Silva, recalling that “all the arrests made by the PSP to the news that posed by breach of the rules, the limitations imposed only happened because the citizens did not comply ”.

The Council of Ministers approved last Thursday a resolution that determines the prohibition of circulation between different municipalities in the territory to prevent the spread of covid-19, between midnight on October 30 and 6 in the morning of November 3. , but there are exceptions and the end of the ban was anticipated.

The resolution provides for the end of the driving ban at 6 am (it was until 11:59 pm on November 3).

At the beginning of April, the Government decided to limit circulation in the Easter period due to the pandemic, at that time citizens could not move outside the municipality of residence, “except for health reasons or other urgent reasons.”

One of the exceptions now to the resolution is the fact that people who work in the municipalities bordering the residence or in the Metropolitan Areas do not need a declaration from the employer, only a “declaration of honor.”

The prohibition does not apply “to travel for professional purposes or similar activities, provided that: a declaration is made, under the commitment of honor, if the trip is made between municipalities adjacent to the habitual residence or in the same Metropolitan Area” or if they are “with the employer’s declaration”, if they work in a different place than where they live.

The restriction on travel between municipalities does not also apply to health professionals and other workers of health and social assistance institutions, as well as teaching and non-teaching staff of schools, civil protection agents, forces and services of security. , military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority.

Nor does it apply to travel by minors and their companions to schools, nurseries and leisure activities, as well as travel by students to higher education institutions.
