The Council of Ministers approved today the prohibition of movement between municipalities of the national territory for five days and the obligation to stay at home in three municipalities of the Porto district, to mitigate the spread of the pandemic.

Prohibition of movement between municipalities

From 00:00 hours on October 30 to 23:59 hours on November 3, that is, during the weekend corresponding to the Day of the Dead, on November 2, circulation between municipalities in mainland Portugal is prohibited.

– Whoever has to travel during this period will need a statement. Except for exceptions, the same as those applied during Easter. At that time, citizens were prohibited from moving between municipalities except “for health reasons or other reasons of imperative urgency.”

– The restriction does not apply to health professionals and other workers of health and social assistance institutions, civil protection agents, security forces and services, military and civil personnel of the Armed Forces, inspectors of the Authority of Food and Economic Security. , political positions, magistrates and leaders of the social partners.

– Exceptions can only occur “while in the exercise of functions”, as well as in the “performance of admitted professional activities”.

– Workers must circulate with “a statement from the employer certifying that they are in the performance of their professional activities.”

Restrictions for the municipalities of Felgueiras, Lousada and Paços de Ferreira

Starting at 00:00 on Friday, October 23, the duty to stay at home in Felgueiras, Lousada and Paços de Ferreira, in the Porto district, comes into force, due to the increase in the number of people infected with the new coronavirus in recent days in these three counties.

– Events with more than five people are prohibited, unless they belong to the same household.

– Requirement to close the establishments at 22.00. It applies to all retail and service establishments, as well as those in shopping complexes.

– Excluding pharmacies and places of sale of non-prescription drugs, medical offices and clinics, emergency veterinary medical centers and funeral and related activities.

– Rent-a-car and rent-a-cargo can, as long as the respective opening hours allow it, close at 01:00 and reopen at 06:00 -, service areas and gas stations are also outside this hourly measure.

– Telework is defined as mandatory for all functions that allow it, regardless of the employment relationship.

– Citizens should avoid “circulating in public spaces and roads, as well as in private spaces and roads equivalent to public ones”, except when traveling to purchase goods and services and to carry out professional activities.

– The citizens of these three municipalities will also be able to travel for health reasons, assist vulnerable people, attend educational establishments, travel to establishments / services that do not close, for moments outdoors, trips to events and access to equipment. cultural activities, physical activity and walking pets.

– Vehicles can circulate on public roads to perform “authorized tasks or refueling at gas stations”.

– The celebration of fairs and raised markets is also prohibited in these three municipalities.

– Visits to nursing homes, comprehensive care units of the National Integrated Care Network and other responses dedicated to the elderly, as well as day activities, were suspended.

The Government also decreed November 2 as a day of national mourning to pay tribute “to all the deceased,” in particular to the fatal victims of covid-19.
