Parliament gave the green light to the presidential decree establishing the renewal of the state of emergency, which now remain in effect from 00:00 hours on November 24 and until 23:59 hours on December 8.

The renewal was approved only with the favorable votes of PS and PSD. The CDS, the PAN and the Left Bloc abstained, while the PCP, Verdes, Chega and the Liberal Initiative voted against.

The unregistered deputy Cristina Rodrigues also voted in favor, while Joacine Katar Moreira again voted against. This is, then, the state of exception with the least parliamentary support, since only 187 deputies voted in favor. The CDS had voted in favor 15 days ago and has now abstained, while Chega has abstained and has now voted against.

This is the fifth state of emergency since the outbreak of the pandemic in Portugal and the second since the beginning of the second wave.

But unlike the lighter measures envisaged in the state of emergency in force until November 23, this renewed state of exception provides for the tightening of restrictions, such as “compulsory confinement” or the closure of companies, and the possibility of leveling Measures based on the different levels of contagion by municipality, which will be distributed through three different levels of restriction. The president of the Liberal Initiative accused the prime minister of making decisions to contain the covid-19 pandemic “on the basis of nothingness” and of “destroying” the restaurant sector. João Cotrim Figueiredo regretted the “disorientation” and “incompetence” of the executive headed by António Costa, in the parliamentary debate on the request to renew the state of emergency.
