Thus, for workers who see their unemployment benefit end in January, maintenance varies between 501.16 euros and the average monthly income per adult equivalent of the household, which cannot exceed the net income of the reference salary that the worker earned.
The support also covers workers who, “for reasons not attributable to them, were unemployed, without access to the respective benefit, and who had at least three months of contributions in the 12 months immediately prior to the situation of employment. unemployment”. , establishes the preliminary proposal.
In the case of these workers who cannot access the subsidy, maintenance is paid for up to six months, consecutive or interpolated, corresponding to the “value of the break in the relevant average monthly income between the last available quarterly statement on the application date of maintenance and relevant monthly average income of 2019 ”.
Self-employed and domestic service workers “with a daily or hourly regime that have at least three months of contributions in the 12 months immediately prior to the maintenance request and that present a fall in the relevant average monthly income of more than 40% in the period of March to December 2020 with respect to the 2019 average relevant monthly income and, cumulatively, between the last available quarterly statement on the date of the support request and the 2019 average relevant monthly income ”.
In these situations, maintenance corresponds to 50% of the monthly drop in income.
In both cases, the benefit is “subject to a limit of 501.16 euros, and in no case may the amount of the aid exceed the relevant average monthly income for 2019,” the document reads.
The Government’s proposal also states that the support has a minimum limit of 50 euros, “with the exception of situations in which the loss of income from work was greater than 1 IAS, where the minimum limit of support is 0.5 IAS” . .
The IAS is 438.81 euros this year, and it should be updated in 2021, in line with inflation and the growth of the Gross Domestic Product (GDP).
The beneficiaries of the new benefit are subject to the obligations provided in the law for those who receive unemployment benefits, such as actively seeking employment or accepting convenient or socially necessary jobs.
Workers who lose unemployment benefit as of January 2021 and who are entitled to unemployment benefit, receive “an extraordinary supplement that corresponds to the difference between the amount of that benefit and the amount to which they would be entitled” of the new aid, also defines the budget proposal.
“The extraordinary charges associated with the payment of the aid provided for in this article are financed with funds from the State Budget,” the document reads.
According to the proposal, the support is regulated by order of the members of the Government of Finance and Social Security “and is subject to evaluation at the end of 2021, taking into account the economic and social evolution of the country and the evaluation of the impact of the support.”
The budget proposal is due to be delivered to parliament today by the government, followed by a general vote on October 28, and the final global vote on the document is scheduled for November 26.
