New state of emergency in force with greater restrictions in 113 municipalities

A new period of state of emergency in Portugal began at 00:00 this Wednesday and will run until December 23, with a total of 113 counties at extremely high or very high risk of transmission of covid-19.

Last Saturday, the prime minister, António Costa, said that the government’s strategy is to maintain the scheme that is already in effect until Christmas, then slightly reduce restrictions on holidays.

In November, the executive had already divided the 278 municipalities of the continent into four groups, according to the level of risk of transmission: moderate, high (between 240 and 480 cases per 100,000 inhabitants), very high (between 480 and 960) and extremely high (over 960).

113 counties with stricter restrictions

In the next two weeks there will be no ban on the movement of municipalities throughout the continent and the strictest rules will be maintained for territories of extremely high risk (35 municipalities) and very high (78), including the ban on driving on public roads. between 1:00 p.m. and 5:00 p.m. on weekends from 12 noon to 1pm and from 7pm to 8pm.

These days, commercial establishments can only operate between 8 a.m. and 1 p.m. Catering may operate after hours, but only for “take-away” and home deliveries.

The exceptions to the closure at 1:00 p.m. are retail establishments for food products, as well as natural or dietary, health and hygiene establishments with a sales or service area of ​​200 square meters or less, with entrance autonomous. and independent of the public thoroughfare.

On weekdays, the home collection period in these 113 municipalities begins at 11 p.m. and commercial establishments must close until 10 p.m. Restaurants, cultural facilities and sports facilities must close until 10:30 pm (catering establishments can operate up to 1 hour, but only for home deliveries).

We have already high risk counties (which now amount to 92) the prohibition to circulate on public roads continues until the 23rd, with the respective general duty of home collection, between 11:00 pm and 5:00 am every day.

Given that eight municipalities in the Lisbon Metropolitan Area have gone from a very high level to a high level (Odivelas, Oeiras, Seixal, Setúbal, Sintra, Amadora, Cascais and Vila Franca de Xira), there are no afternoon driving restrictions for the next two weekends.

Not the same with Almada, Barreiro, Lisbon and Loures, the only territories in the metropolitan area that remain at very high risk and therefore with greater restrictions.

In Porto metropolitan area, nine counties went from extremely high risk to very high and the remaining eight remain at the most serious level, so, in practice, there is no change compared to the last fortnight.

The 73 municipalities currently moderate transmission level They still do not have mandatory collection, but commercial establishments cannot open before 10 am, with the exception of hairdressers, barbers, beauty salons, restaurants and the like, cafeterias, tea houses and the like, driving schools and vehicle technical inspection centers, as well as gyms and gyms.

In these cases, most commercial establishments close between 8:00 p.m. and 11:00 p.m., with the mayors of the town halls, as well as the opening time, being able to set the closing time, within this interval, with the prior favorable opinion of the authority. local sanitary. and security forces.

In moderate-risk territories, restaurants must close at 1 am (with new entries until midnight), with their capacity limited to 50% of their capacity. Groups are limited to six people (unless they belong to the same household), except in establishments located less than 300 meters from a school and in the food courts of shopping centers, where they are limited to four people (if not house ).

State of emergency measures applied on the continent have not been replicated in Madeira and the Azores, where regional executives have autonomy to apply restrictions.
