Moving between counties is prohibited! What information should you have in the declaration?

Unfortunately, the pandemic is growing in Portugal around the world and drastic measures are needed. In this sense, the Portuguese Government has prohibited the Portuguese from traveling between municipalities in the coming days.

However, there are exceptions! Know who can and what data you should have on the return.

The goal is to limit the circulation of Portuguese during this period that included All Saints' Day. Travel between municipalities is prohibited from October 30 to November 3.

This measure is of a general nature, but there are some exceptions according to the Resolution of the Council of Ministers published in the Diário da República:

  • a) To Healthcare professionals and other workers of health and social assistance institutions, as well as teaching and non-teaching staff of schools;
  • b) To civil protection agents, security forces and services, military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority;
  • c) To political office holders, magistrates and leaders of the social partners and political parties represented in the Assembly of the Republic;
  • d) To ministers of worship, by accreditation of the competent bodies of the respective church or religious community, in the terms of paragraph 2 of article 15 of Law No. 16/2001, of June 22, in its current wording;
  • e) Personnel of support of sovereign bodies and parties with parliamentary representation, provided that the respective professional relationship is accredited by means of a worker's identity card or other suitable document;
  • grease traveling in order to carry out professional or similar activities, provided that:
    • Make a statement, under honors, if the movement occurs between municipalities adjacent to the habitual residence or in the same Metropolitan Area; or
    • Have a statement from the employer, if the trip is not limited to the areas defined in the previous paragraph.
  • g) In Displacement of minors and their companions to schools, nurseries and leisure activities, as well as student trips to higher education institutions or other educational establishments;
  • h) Travel of the users and their companions to the Work Activity Centers and Day Centers;
  • i) Travel to the frequency of training and completion tests and examinations, as well as inspections;
  • j) Traveling to participate in procedural acts with judicial entities or in acts of the competence of notaries, lawyers, attorneys, curators and registry officials, as well as for assistance in public services, provided that the respective appointment is accredited;
  • k) In travel required to leave the continental national territory;
  • l) Displacement of non-resident citizens to places of accredited residence;
  • m) In trips to see cultural shows, if the movement is carried out between municipalities adjacent to the habitual residence or in the same Metropolitan Area and provided that they have the respective ticket;
  • n) Return to habitual residence.

Employer Statement: What Information Should You Have?

According to a PSP post on the Facebook social network at the time of the State of Emergency, the following information should be part of the Employer Statement:

  • Citizen ID
  • Citizen card number
  • Citizen's place of residence (full address)
  • Place of professional practice (full address)
  • Employer Identification
  • If you need to travel to more than one municipality to exercise your professional activity, indicate the municipalities.
  • Employer signature

Please note that uOne of the exceptions to the resolution is that the people who work in the municipalities adjacent to the residence or in the Metropolitan Areas you don't need a statement from the employer, only one "declaration of honor"You can do that yourself.
