In October, the Porto City Council confirmed that the Prior Information Request (PIP) presented by El Corte Inglés for the location of the old Boavista train station had the favorable opinion of the municipality, with “an indication of the various conditions that they must be fulfilled within the scope of a license application for subdivision operation. “
“We also find it worrying, and even contradictory, that the municipal executive has approved this PIP without having previously guaranteed to obtain a response to the request to reverse the business that he himself sent to the responsible ministry,” a statement read. .
The municipality unanimously approved, on November 25, 2019, a recommendation to the Government to reverse the promise to buy and sell the land in Boavista, where it intends to build El Corte Inglés.
At the time, the mayor, the independent Rui Moreira, stressed that he would be “happy” if the government wants to reverse the situation, arguing that “you don’t look at your teeth on horseback.”
The movement highlights that the approval of the PIP also comes at a time when a request for municipal classification of the old railway station has been running since June 22, “and no response to date.”
“The possibility of classifying the station, whose process is still being analyzed by the municipality, is incompatible with ECI’s current claims [El Corte Inglés]Therefore, it makes no sense to approve the respective PIP without having responded to the station’s request for classification, ”the movement defends.
In the text in which the position of the parties on the El Corte Inglés project is known, the movement continues to be surprised that the “slightly rectified” version of the project was approved in the midst of a pandemic, without public consultation or even information to the other parts. with an executive seat (as referred to by the PS and the CDU in response to the Movement), “justifying this approval with an urban study that is still under development by the municipality and that has not been made public.”
Recalling that this PIP was initially disapproved, based on unfavorable opinions from almost all the services consulted, the movement maintains that “this or any future project for this space must be subject to a transparent decision process, to the availability of conclusive reports that justify their relevance and the involvement of the population in consultation and decision-making ”.
The Movement for a Railway Garden in Boavista invited all the parties represented in the Porto Municipal Assembly to share their vision on the future of the land and the construction of the old Boavista train station, having received responses from all parties except of the PSD. and the independent movement of Rui Moreira.

The movement insists that “any future intervention contemplates the preservation of the railway station and the creation of a wide and quiet green space”, a position also defended by the CDU, the PAN and the Bloco de Esquerda.
The PS’s position is “less clear, although it also maintains that green spaces are naturally an asset for the city and that any decision must involve citizen participation and balancing the options placed,” the statement read.
For the grounds of the old Boavista train station, in addition to a large commercial warehouse, the installation of a hotel and a commercial and service housing building is planned.
